Head of Zakarpattia TCR dismissed after reports of violations
The head of the Zakarpattia Regional Territorial Center for Recruitment and Social Support was suspended from office following reports of possible human rights violations and corruption risks in the center's work.
This was announced on August 12 by the Ukrainian Parliament Commissioner for Human Rights, Dmytro Lubinets.
According to the Ombudsman, the decision was the result of systematic work by his Office to inspect the activities of territorial recruitment centers in the Zakarpattia region. Representatives of the Commissioner repeatedly recorded violations during mobilization events and forwarded the collected materials to law enforcement agencies.
Inspections revealed illegal detention of people
One of the most resonant cases was an inspection of the Uzhhorod RTCR and SP. Representatives of the Ombudsman reported illegal detention of citizens, inadequate conditions of detention, restriction of communication with relatives, and problems with providing medical care. In some cases, according to Lubinets, people were in TCR premises for several weeks.
In June, the Ombudsman's Office reported new procedural decisions following these inspections. The acting head of the Uzhhorod RTCR and the head of the military registration group were notified of suspicion of abuse of office and unlawful deprivation of liberty. The inspection materials also included cases of the use of handcuffs and physical force.
At the same time, the Ombudsman initiated an inspection of the actions of officials of the Zakarpattia Regional TCR, who, in his view, might have been aware of what was happening but did not take the necessary measures to stop the violations. Separate questions arose regarding the previously conducted internal investigation.
Man with disability released after Ombudsman's intervention
In July, Lubinets reported another case in the Zakarpattia region. A man with a disability, who had documents confirming his legal right to deferral from mobilization, was still being detained in a subunit of the TCR. In addition, he suffered from tuberculosis and needed constant treatment. After the intervention of a representative of the Ombudsman, the man was released, and his right to deferral was restored
Earlier, the Uzhhorod City District Court also found the head of the Uzhhorod RTCR and SP guilty of obstructing the work of a representative of the Ombudsman during a monitoring visit.
The suspension of the head of the regional TCR in itself does not mean establishing his guilt in any offenses. A legal assessment of specific episodes must be given by competent authorities based on the results of inspections and investigations.
