Police investigate thousands of reservations at critical enterprises

The National Police is investigating the circumstances of possible illegal reservation of almost 2,500 persons liable for military service. One of the most common schemes is fictitious employment at enterprises that have the right to reserve their employees.

This was stated by Acting Head of the National Police Maksym Tsutskiridze in an interview with Censor.NET.

According to him, in the materials of such criminal proceedings, most often municipal enterprises that are strategically important for the economy and security of the state, as well as critical infrastructure enterprises, in particular of the fuel and energy complex, appear.

It is the status of such enterprises that can provide legal grounds for reserving employees. However, law enforcement officers identify cases where a person liable for military service is only formally registered for work, although in fact he does not work at the enterprise.

In some schemes, intermediaries help for money. The police also check cases of possible entry of false information into state information systems and registers.

What will happen if the reservation is recognized as illegal

Tsutskiridze emphasized that revealing an illegal reservation does not mean automatic mobilization of a person the next day.

If law enforcement officers establish that there were no legal grounds for reservation, the corresponding deferment will be cancelled. After that, the person liable for military service loses this ground for deferment and may be called up for military service according to the procedure provided by law.

Liability also does not arise automatically just because of the fact of cancellation of the reservation. Investigators must establish how exactly the person received it, what documents were submitted, whether he knew about the illegality of the registration, and whether he directly participated in the scheme.

Separately, persons who organized the illegal reservation are identified: officials, intermediaries, and other participants. Depending on the circumstances of the case, administrative or criminal liability may apply.

The National Police emphasize that the investigation of such schemes should not cast doubt on the legal reservation of employees whose work is truly necessary for the functioning of critical enterprises and the state.
