Kyiv proposes to completely ban electric scooter rental
A petition has been registered in Kyiv proposing to completely ban the operation of electric scooter rental services and terminate the city's existing memorandums with operators. For mandatory consideration, the initiative must collect 6,000 votes.
As of August 17, the petition has been supported by almost 600 people. Thus, it has so far gathered less than a tenth of the required number of signatures.
The author of the initiative proposes to abandon specifically commercial electric scooter rental services in the capital. If the petition is supported, the city authorities are proposed to terminate the memorandums of cooperation with the operator companies and cease their activities in Kyiv.
Kyiv has been regulating the operation of electric scooter rental services on the basis of agreements with companies for several years. In June 2021, the Kyiv City State Administration signed a memorandum with all seven operators working in the city at that time. In particular, the companies agreed to programmatically limit the maximum speed of rental scooters to 20 km/h, as well as to comply with the city's requirements for traffic restriction zones and parking.
At the same time, the capital continued not to ban but to regulate such rental. In December 2025, the Kyiv City Council changed the rules for placing bicycle and electric transport rental points on communal territory. For such sites, lease through open Prozorro.Sales auctions was provided. The authorities explained the changes by the need to reduce the chaotic placement of equipment on sidewalks and ensure free passage for pedestrians.
The issue of restrictions for electric scooters in Kyiv has already been repeatedly put to electronic petitions. For example, the initiative to limit speed to 20 km/h completed signature collection in August 2026, receiving about 1.8 thousand votes out of the required 6 thousand. Another petition on restrictions for minors in July collected about 3.6 thousand votes and also did not reach the set threshold.
The new petition goes significantly further than previous initiatives: its author proposes not additional age or speed restrictions, but a complete refusal of Kyiv from electric scooter sharing services. So far, this is only a public initiative — the decision on the ban has not been made by the city authorities.
