Cabinet registered government action program in Rada

The Cabinet of Ministers of Ukraine has submitted the Government Action Program to the Verkhovna Rada for consideration. The relevant draft resolution has been registered in parliament, Prime Minister Serhiy Koretskyi reported on August 17.

According to the head of government, the document was submitted within the deadline established by legislation. The Cabinet's permanent representative in the Verkhovna Rada, Taras Melnychuk, also confirmed the registration of the draft.

The Program is to define the main goals of the new Cabinet of Ministers, the timeline for achieving them, those responsible for implementing individual areas, and indicators by which the results of the government's work can be assessed.

Preparation of the document began immediately after the formation of the new Cabinet. As early as July 17, Koretskyi instructed all ministries to submit their proposals for the Government Action Program and the plan of the government's priority actions within seven days. The Prime Minister stated that for each area it is planned to define three to five priorities with specific timelines and measurable results.

Koretskyi called the program the main tool for assessing the effectiveness of each ministry and the Cabinet as a whole. Among the priority areas of legislative work, the government previously highlighted support for the Defense Forces, Ukraine's integration into the European Union, and social policy. The new Cabinet pays special attention to preparation for the heating season, energy sustainability, and restoration of infrastructure damaged by Russian strikes.

The new government began work on July 16. On that day, the Verkhovna Rada appointed Serhiy Koretskyi as Prime Minister with 289 votes, after which it formed a new Cabinet of Ministers. During consideration of his candidacy, Koretskyi promised to prepare a detailed program in the first weeks of the government's work.

According to the Law of Ukraine "On the Cabinet of Ministers of Ukraine," the Prime Minister must submit the Government Action Program to the Verkhovna Rada no later than one month after the formation of the government. The document must contain program goals, criteria and timelines for their achievement, as well as specific tasks necessary for the implementation of these goals.

The next stage is consideration of the program by parliament. The Prime Minister must personally present it at a plenary session and answer questions from MPs. Approval of the document requires at least 226 votes – a majority of the constitutional composition of the Verkhovna Rada.

If MPs consider the program insufficiently developed, parliament may return it to the Cabinet for revision. In that case, reconsideration must take place no later than 15 days after the relevant decision of the Verkhovna Rada.

Approval of the program has not only managerial but also political significance for the government. The Constitution of Ukraine provides that within a year after approval of the Government Action Program, parliament cannot consider the issue of the Cabinet's responsibility and adopt a resolution of no confidence in the government.

The previous Cabinet headed by Yulia Svyrydenko submitted its program to parliament in September 2025. The draft was included in the agenda and received a recommendation from the relevant committee for adoption, but the Verkhovna Rada never approved it. After the change of government, the document was withdrawn on July 16, 2026.

Now parliament will consider the program of Koretskyi's Cabinet of Ministers and determine whether it will receive the necessary support of MPs.
