Zelensky appoints Naumenko as first deputy secretary of the NSDC

President of Ukraine Volodymyr Zelensky has appointed Serhiy Naumenko as the first deputy secretary of the National Security and Defense Council of Ukraine. Decree No. 728/2026 was signed on August 17.

On the same day, Zelensky dismissed Yevhen Ostrianko from this position. The relevant decision is stipulated by separate decree No. 727/2026.

Prior to the new appointment, Naumenko served as Deputy Minister of Internal Affairs of Ukraine. He is a police colonel and has long worked in the field of aviation security. In 2017–2023, Naumenko headed the Aviation and Water Police Department of the National Police, and from May 2023 to September 2025 he led the Department of Aviation Security of the Ministry of Internal Affairs.

While working at the Ministry of Internal Affairs, Naumenko was involved, in particular, in the development of aviation and unmanned aerial units, issues of airspace protection and coordination of the aviation security system. In September 2025, he was appointed Deputy Minister of Internal Affairs.

Since August 2026, the post of NSDC Secretary has been held by Ihor Klymenko, who previously headed the Ministry of Internal Affairs.
