Koretsky warned Ukrainians about a difficult winter due to intensified Russian attacks
According to forecasts, the upcoming winter will not be easier than the last one. Russia has increased strikes on civilian infrastructure. This was stated by Ukraine's Prime Minister Sergey Koretsky during the educational conference "Serpneva 2026", according to РБК-Україна .
Koretsky noted that in preparation for the new school year, Ukraine continues to build shelters for schoolchildren. Also, for the first time, 1 billion hryvnias were allocated for the construction of shelters in kindergartens.
Ukraine also continues to build underground schools. In 2025, 96 such facilities were built. By the end of the year, about 200 such schools are expected to be operational in Ukraine.
As the Prime Minister noted, educational institutions are being prepared in parallel for possible Russian strikes on energy facilities.
"We all went through last winter steadfastly, confidently, and unitedly. This winter is not expected to be easier, because the intensification of enemy strikes on infrastructure has increased significantly, several times over," - he emphasized.
Therefore, the implementation of resilience plans continues. Regions and state enterprises are taking measures to prepare as much as possible for the heating season.
The head of the Cabinet of Ministers added that about 19.5 thousand kindergartens and schools already have generators, solar panels, and energy storage systems.
Another 220 educational institutions will receive additional equipment this year to operate during prolonged power outages. According to Koretsky, air raid alarms, shelling, and lack of electricity should not prevent children from continuing their education.
Strikes on Ukraine in autumn and winter
