Zelensky imposed sanctions against Yuriy Ivanyushchenko, wanted by NABU

President of Ukraine Volodymyr Zelensky has enacted a decision of the National Security and Defense Council on sanctions against former People's Deputy from the Party of Regions Yuriy Ivanyushchenko. The relevant decree No. 746/2026 was published on August 20 on the head of state's website.

The document provides for the application of personal special economic and other restrictive measures against Ivanyushchenko. Earlier, the National Anti-Corruption Bureau called for sanctions against the former deputy, citing connections with Russia identified during the investigation.

Ivanyushchenko is simultaneously wanted as part of criminal proceedings by NABU and the SAPO regarding the possible taking over and subsequent legalization of 18 hectares of state land near Kyiv. The investigation estimates the market value of the plots at more than 160 million hryvnias.

The case is connected with the land of the "Stolychnyi" market

It concerns land plots related to the wholesale agricultural market "Stolychnyi" in the suburbs of Kyiv.

According to NABU and SAPO, the scheme began to be implemented in the spring of 2021 amid a corporate conflict between the former deputy from the Party of Regions and a Kyiv developer over control of the market.

According to the investigation, officials of the regional department of the State Geocadastre made changes to the State Land Cadastre, after which the state body gained the ability to dispose of a land mass with an area of more than 150 hectares. The land was subsequently leased to a controlled company.

Later, the management of this company gave up part of the land in favor of nine predetermined individuals. They acquired ownership of nine plots with a total area of 18 hectares, after which, according to the investigation, the land was sold via fictitious transactions to three companies associated with the developer.

NABU claims that subsequently the parties to the corporate conflict agreed on joint use of the land mass, including for possible development. A trusted person of the former deputy became a beneficiary of the companies that became owners of the plots.

The investigation has already been completed

In September 2025, NABU and SAPO announced suspicion to the defendants in the case. The actions of the suspects were qualified under articles on misappropriation of property on an especially large scale and legalization of property obtained by criminal means.

Ivanyushchenko was put on the wanted list. In 2026, the High Anti-Corruption Court also allowed a special pre-trial investigation in absentia against him.

On August 12, 2026, NABU and SAPO announced the completion of the pre-trial investigation into the case of 18 hectares of land. The case materials were opened to the defense for review before possible referral of the indictment to court.

At the same time, the guilt of Ivanyushchenko and other defendants has not been established by the court. In accordance with the principle of presumption of innocence, they are considered innocent until their guilt is proven by a guilty verdict.
