Ukrainians have been opened a new category of applications to the international Register of Damages

The international Register of Damages for Ukraine began accepting applications from people who lost paid employment due to Russian aggression on August 25. Through "Diia", it is now possible to record lost earnings, allowances, benefits and other income for their further consideration within the future compensation mechanism.

For this purpose, category A3.4 "Loss of paid employment" has been opened in the Register. It concerns individuals who worked or were self-employed in Ukraine and lost such work on February 24, 2022, or later as a result of Russian aggression.

Who can submit an application

The category covers, in particular, employees. This refers to people who worked on the basis of a written or oral employment contract or other agreement and received wages or other remuneration for their labour.

Also, self-employed persons who carried out independent professional or individual economic activity, but were not registered as individual entrepreneurs, may submit applications.

For individual entrepreneurs (FOP), a different category applies - A3.5 "Loss of private entrepreneurship". It is through this that entrepreneurs must declare loss of profit from their business due to the war.

What losses can be declared

Information can be submitted to the Register about income that a person did not receive due to actual loss of employment as a result of Russian aggression.

In particular, this may be lost wages, allowances, benefits, compensation and other types of income. The amount must be determined for the relevant period - for example, for a month or year.

When submitting, the circumstances of job loss must be stated and available supporting documents provided. At the same time, part of the information will not have to be entered manually by applicants: according to the Register, employment history and income details will be pulled automatically thanks to integration with state databases.

How to submit an application

Applications are submitted electronically through the "Diia" web portal. After filling out the form, the applicant can attach documents and other evidence confirming the loss of paid employment and income.

The Register will check the application and decide whether it meets the conditions for inclusion. The applicant will be notified of the result through "Diia".

At the same time, inclusion of an application in the Register does not in itself mean that compensation will be awarded or paid. The Register accumulates and records claims for damages, while their substantive consideration, assessment and determination of payment amounts are to take place within the future international compensation mechanism.

Applications that meet the established requirements are to be subsequently transferred for consideration to the future Compensation Commission.
