Latvia bans import of books, clothing and toys from Russia and Belarus

The Government of Latvia has approved a new national ban on the import of a range of industrial goods from Russia and Belarus. Restrictions will take effect from 1 September and will affect books, clothing, footwear, toys, games and sporting goods.

The relevant regulations were approved by the Latvian Cabinet of Ministers on 25 August following a proposal by the country's Ministry of Foreign Affairs.

The ban will apply not only to goods imported directly from Russia or Belarus. Restrictions will also cover products of Russian or Belarusian origin entering Latvia through third countries.

The list approved by the government includes printed books, newspapers and other printed products, clothing and other finished textile products, footwear, headgear, toys, games and sports equipment.

Latvia explains ban with security concerns

The Latvian Foreign Ministry stated that the new restrictions pursue several goals: to reduce export revenues of Russia and Belarus, protect national security interests and limit the entry of Russian propaganda materials into the country.

The government noted that the banned goods are not unique and can be replaced by products from other countries.

"It is important for Latvia to take a clear stance, moving towards breaking economic ties with the aggressor in all areas", — stated the Ministry of Foreign Affairs.

The government's decision follows legislative changes that the Latvian Saeima adopted on 23 July. At that time, the parliament urgently expanded national restrictions on the import of products of Russian and Belarusian origin and instructed the Cabinet of Ministers to determine the exact list of banned goods.

The parliament separately noted that some of the restricted products could be used to spread propaganda and disinformation.

Imports from Russia have already decreased by more than 90%

According to the Latvian government, the value of imports from Russia has decreased by 91% since 2022. While in 2022, the country imported Russian goods worth approximately 2.13 billion euros, by 2025 the figure had dropped to 193 million euros.

The new restrictions complement already existing EU sanctions and Latvia's national measures. Earlier, the country introduced restrictions on the import of energy resources, agricultural and fish products, and a number of food products from Russia and Belarus.

Latvian authorities emphasize their intention to seek similar restrictions at the European Union level so that national measures have a broader economic effect.

The approved import regime will be reviewed annually taking into account its effectiveness. According to the amendments previously adopted by the parliament, the national ban on the relevant categories of goods is set until 1 July 2027.
