Average salary in Ukraine decreased for the first time in half a year
The average salary of full-time employees in Ukraine in July 2026 was 32,243 UAH. Compared to June, it decreased by 1.6%, or 540 UAH. A month earlier, the average salary reached 32,783 UAH.
This is evidenced by data from the State Statistics Service of Ukraine. The July decline was the first after several months of growth: in February the average salary increased by 1.2%, in March – by 7.2%, in April – by 0.5%, in May – by 1.5%, and in June – by as much as 5.9%. In January, on the contrary, the indicator decreased by 9.5% compared to December 2025.
Where in Ukraine are the highest salaries
Among the regions, the highest level of remuneration in July remained in Kyiv – 49,463 UAH. Over the month, the indicator in the capital grew by about 2.2%: in June it was 48,393 UAH.
Second place was taken by Luhansk region with an average salary of 35,367 UAH, and third – by Kyiv region with 33,268 UAH. In June, the respective figures were 38,143 UAH and 33,849 UAH. Thus, in Luhansk region the average salary decreased by about 7.3% over the month, and in Kyiv region – by 1.7%.
The lowest average salaries were recorded by the State Statistics Service in Chernivtsi and Kirovohrad regions – 23,354 UAH and 23,532 UAH respectively. By comparison, in June the indicator in Chernivtsi region was 24,472 UAH, and in Kirovohrad region – 23,882 UAH.
The gap between Kyiv and the region with the lowest average salary is more than twofold: the average indicator in the capital is approximately 26.1 thousand UAH higher than in Chernivtsi region.
In which sectors are the highest salaries paid
The highest salaries in July were traditionally recorded in the information and telecommunications sector. The average indicator here reached 78,716 UAH, increasing by about 1% compared to June.

Most noticeably among large sectors, the average salary in financial and insurance activities grew over the month – from 61,047 UAH to 64,922 UAH, or about 6.3%. In transport, postal and courier activities the indicator increased by 4.3% – to 31,830 UAH, and in industry – by 3.7%, to 35,993 UAH.
At the same time, a noticeable decline occurred in wholesale and retail trade. If in June the average salary in the sector was 38,816 UAH, then in July – 35,362 UAH. Over the month the indicator decreased by approximately 8.9%. In real estate operations, the average salary decreased from 27,740 UAH to 27,041 UAH, or about 2.5%.
The lowest-paid among large sectors in July was education – 20,237 UAH. In the sector of arts, sports, entertainment and recreation, the average salary was 21,144 UAH, in healthcare and social assistance – 23,758 UAH.
Wage arrears remained at 3.8 billion UAH
As of August 1, wage arrears in Ukraine amounted to 3.8 billion UAH. Compared to the previous month, the total amount of arrears remained unchanged.
The State Statistics Service notes that the statistics are given without taking into account the temporarily Russia-occupied territories of Ukraine, as well as parts of territories where hostilities are or were ongoing.
