The Rada again failed the bill on taxation of parcels up to €150

The Verkhovna Rada again failed to support a package of bills necessary to abolish the VAT exemption for commercial goods in international parcels valued up to €150. Bills No. 15460 and No. 15112-d did not receive the required number of votes, after which the parliament supported their return to the subject of legislative initiative.

The voting results were announced by MPs Yaroslav Zheleznyak and Oleksiy Honcharenko.

194 MPs voted for bill No. 15460, and 198 for the related bill No. 15112-d. At least 226 votes are needed for a decision to be adopted.

Meanwhile, the proposal to return the package to the subject of legislative initiative was supported by 244 MPs. Thus, the documents can be revised and resubmitted to parliament.

This is already the second failed attempt to carry out the reform

Bills No. 15460 and No. 15112-d are interrelated. The first defines customs procedures for international postal and express shipments, the second introduces the necessary changes to the Tax Code.

The proposed model provides for the abolition of the current VAT exemption for commercial goods that individuals buy abroad through marketplaces and receive in parcels valued up to €150.

VAT in this case should be included in the price of the goods at the time of purchase on the electronic platform. For private non-commercial shipments from one individual to another, a separate exemption was to be retained.

At the end of May, the parliament already failed the customs part of this reform - then MPs did not support bill No. 12360. Because of this, the tax bill No. 15112-d was left without the necessary customs clearance mechanism, and the Cabinet of Ministers prepared a new government draft No. 15460.

The Ministry of Finance insisted on adoption of the laws by October

Earlier, Finance Minister Serhiy Marchenko stated that the package of bills must be adopted by October. The ministry emphasized that the reform of international parcels is related to the implementation of Ukraine's agreements with the IMF.

The Verkhovna Rada's Finance Committee on August 26 recommended that MPs support both bills. However, during the vote in the session hall, the necessary majority was not found.

Zheleznyak noted that the vote took place precisely during the stay of the IMF mission in Ukraine. According to him, the bills are part of the commitments within the framework of cooperation with the Fund.

After today's decision, the issue of abolishing the tax exemption for commercial parcels up to €150 remains unresolved. To implement the new model, the government and parliament will have to return to the relevant changes to the Tax and Customs Codes.
