In Kyiv, TCC illegally detained a father of five with deferment

In Kyiv, employees of the territorial recruitment center illegally detained a father of five minor children who had documents confirming his right to deferment from mobilization. After the intervention of the Ombudsman's Office, the man was released, and criminal proceedings were opened on the incident.

This was reported by the Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets.

According to him, the man works as a doctor and is raising five minor children. He had formalized documents confirming his right to deferment from conscription.

Despite this, the man was detained. As the Ombudsman claims, the protocol provided for such a case was not drawn up, and the detainee's mobile phone was taken away and he was brought to the TCC premises.

After being brought in, the man continued to be held at the territorial recruitment center.

Lubinets reported that in the "Reserve+" electronic system, the information about the man's deferment disappeared, even though the grounds for it remained and he had the relevant supporting documents.

The situation became known during a monitoring visit of representatives of the Ombudsman's Office to one of the capital's TCCs. The Commissioner's staff found the father of many children there and checked the circumstances of his stay in the institution.

After the intervention of the Ombudsman's Office, the man was released.

"The staff of the Ombudsman's Office found him and secured his release," — reported Lubinets.

In addition, criminal proceedings have been initiated regarding the possible violation of the man's rights. The Ombudsman stated that his office will continue to monitor the investigation and the observance of citizens' rights during mobilization activities.

Lubinets has repeatedly drawn attention to cases of illegal restriction of liberty of conscripts, use of force, and ignoring deferment documents in certain TCCs. According to the Ombudsman, in the first half of 2026 alone, his office received 3,425 appeals about possible violations of citizens' rights during mobilization.
