Kyiv approves water tariff increase: how much will residents pay
The Kyiv City Council has supported an increase in the tariff for centralized water supply and sewerage for the population to UAH 63.79 per cubic meter. Currently, Kyiv residents pay UAH 30.38, so the cost of services will more than double.
The decision was made on September 3 during a plenary session of the Kyiv City Council. 74 deputies voted in favor.
Currently, the total tariff is UAH 30.38 per cubic meter including VAT. Of this amount, UAH 16.16 is for centralized water supply and UAH 14.22 for sewerage.
After the revision, the combined cost of the two services will amount to UAH 63.79 per cubic meter. The Kyiv City State Administration (KCSA) previously estimated that with average water consumption, a family of three would pay approximately UAH 200–300 more per month.
However, at the time the decision was made, no date was publicly announced for when the new tariff would be applied in utility bills.
Why Kyiv is raising the water tariff
Mayor Vitali Klitschko explained the decision is due to a sharp increase in expenses of water and sewerage enterprises. According to him, current rates cannot be maintained at the previous level amid rising costs of electricity, fuel, and reagents.
Klitschko stated that the National Energy and Utilities Regulatory Commission (NEURC) recommended revising the tariff back in 2024, but the increase was not implemented then. As a result, according to the mayor, the water supply sector is “actually on the verge of shutdown.”
Additional pressure is caused by network wear and tear and the need to repair infrastructure, including that damaged by Russian missile and drone attacks.
According to Kyivvodokanal, the largest components of the company's expenses are payroll with accruals at about 33%, electricity at 29%, reagents and repairs of fixed assets at 7% each. Additional funds are required for depreciation, energy carriers, water pumping, and other technological costs.
The tariff for the population has not changed since 2022 and, according to city authorities, covers only about a third of the actual cost of services.
Kyivvodokanal requested almost UAH 90
Initially, Kyivvodokanal calculated a significantly higher economically justified tariff for the population — UAH 88.90 per cubic meter.
The enterprise proposed setting the cost of water supply at UAH 50.69 per cubic meter instead of the current UAH 16.16, and sewerage at UAH 38.21 instead of UAH 14.22.
However, city authorities rejected this option. Back in July, KCSA stated that a tariff of almost UAH 90 would not be applied, and the cost of the two services for the population should be UAH 63.79 per cubic meter.
This level was calculated based on the tariff that NEURC approved back in 2024. Thus, the city settled on an intermediate option, which is significantly higher than the current price but remains about UAH 25 lower than the currently economically justified cost calculated by Kyivvodokanal.
From 2026, the authority to set tariffs for centralized water supply and sewerage was transferred from NEURC to local governments.
