Ukrainians who lost their jobs due to the war can file a claim with the Register of Damage

Ukrainians who lost their jobs and income due to Russian aggression can file a claim with the international Register of Damage for Ukraine. A separate category A3.4 "Loss of paid employment" has been opened for this, and the claim is filed online through the "Diia" portal.

This was reminded by the Cabinet of Ministers on September 3, citing the Ministry of Economy and Environment.

The opportunity to file such claims was opened on August 25. It is intended to record income that a person was supposed to receive but lost directly due to Russian aggression.

Who can file a claim

Category A3.4 applies to employees who worked on the basis of a written or oral employment contract and received wages or other remuneration.

Self-employed persons who were engaged in independent professional or individual economic activities but not registered as individual entrepreneurs can also apply to the Register.

For example, a claim can be filed if an enterprise ceased operations due to hostilities, as a result of which a person lost their job and wages.

The claim must indicate the income not received as a result of job loss. This may include:

• wages;
• allowances;
• compensations;
• benefits;
• other payments that the person was supposed to receive for the relevant period.

A different category applies to sole proprietors

Category A3.4 does not apply to individual entrepreneurs.

Sole proprietors who lost profit from entrepreneurial activities due to Russian aggression can claim their losses under category A3.5 "Loss of private entrepreneurship".

The claim can be filed entirely online through the "Diia" portal.

Filing a claim does not yet mean payment of compensation

The government separately emphasized that the international Register of Damage does not determine the amount of compensation and does not independently pay out money.

Its task is to collect and record claims by Ukrainians, businesses and the state about losses caused by Russian aggression since February 24, 2022, as well as evidence supporting these losses.

Subsequently, the claims should be transferred to the International Compensation Commission for Ukraine, which will consider them on their merits within the framework of the future compensation mechanism.

The Register of Damage for Ukraine was established in May 2023 under the auspices of the Council of Europe. 44 states and the European Union have joined it.
