Ukrainian business has already sent 50,000 parcels to the EU under the new customs rules

Ukrainian entrepreneurs have already processed over 50 thousand commercial shipments to the European Union countries through Ukrposhta under the new customs rules that came into force on July 1. The most popular destinations remain Germany, France, and Poland. This was reported by Ukrposhta.

The new rules have significantly changed the processing of small commercial parcels to the EU. Previously, shipments worth up to €150 were exempt from duty, but starting July 1, 2026, this exemption was canceled.

Now, for commercial B2C shipments worth up to €150, a temporary fixed duty applies - €3 for each commodity item listed as a separate line in the customs declaration. In addition, depending on the country and the method of clearance, VAT and additional customs processing fees may be applied.

Over 50 thousand parcels have already gone through the new system

According to Ukrposhta, after transitioning to the new rules, Ukrainian businesses have already made over 50 thousand commercial shipments to the EU.

The company's CEO Igor Smelyansky noted that this volume of shipments demonstrates the operability of the new system and that Ukrainian exporters continue to sell goods to European buyers after the change in customs conditions.

Among the main destinations, the company names Germany, France, and Poland.

Duties can be paid still in Ukraine

To work under the new rules, Ukrposhta has implemented the PDDP system - Postal Delivery Duty Paid. It allows calculating and paying necessary duties and taxes during the online processing of the shipment in Ukraine.

Information about the parcel and payments is transmitted to postal and customs services even before crossing the border. Thanks to this, in countries where the system is supported by the local operator, the recipient does not need to pay customs duties additionally upon receiving the parcel.

If the buyer has already paid VAT when purchasing goods through a marketplace connected to the IOSS system, the seller must correctly indicate the appropriate IOSS code during processing. This avoids double VAT charging.

Online processing is required for business parcels to the EU

Another significant change is the requirement to transmit complete electronic customs data. Commercial shipments with goods to the EU must be processed online through the Ukrposhta personal account or via API.

Commercial shipments to EU countries that are not pre-processed should not be accepted at post offices. Ukrposhta explained this by EU requirements for the preliminary transmission of electronic customs data.

The company emphasizes that the result of over 50 thousand shipments indicates the adaptation of Ukrainian small and medium-sized businesses to the new conditions of trade with the EU.
