"Ukrposhta" will spend $10 million on customs clearance of parcels to the USA

JSC "Ukrposhta" signed a contract with American Evolve Trade Services for customs brokerage of postal items to the United States in the amount of $10 million, or 446.6 million UAH. The company will file customs declarations and transfer the duties collected from senders to the US customs.

This is reported by "Nashi Groshi" with reference to data from the Prozorro system. The agreement was concluded on August 24, and the services are designed for the period from July 24, 2026 to the end of 2027.

Evolve will act as a licensed customs broker and importer of "Ukrposhta" in the USA. The company will file declarations for shipments subject to taxation and transfer the relevant payments to the US Customs and Border Protection.

How much the broker's services will cost

The terms of the contract are based on an estimated volume of 56,763 shipments per month. The minimum cash deposit is $1 million, and the minimum monthly service fee is $39.2 thousand.

In addition, Evolve will receive $0.59 for each fund transfer for each shipment. The commission for making customs payments will be 2.5% provided a cash deposit is made and 7.5% without it.

The procurement was conducted without open tenders. "Ukrposhta" justified this by the absence of competition for technical reasons.

The contract is related to new US customs rules

The need for such a service arose after the United States abolished the de minimis regime, which allowed duty-free import of shipments valued up to $800. The new rules came into force on August 29, 2025.

Since then, postal operators or their authorized representatives must collect import duties and transfer them to US customs. Without compliance with this procedure, parcels may be delayed, returned to the sender, or fail customs clearance.

Ukrposhta itself collects customs payments from the sender when processing the parcel. For commercial shipments to the USA, the fee amount is automatically determined according to the value of the goods, their origin, and the commodity code.

Evolve is part of the Zonos group

The technical infrastructure for data exchange between Ukrposhta, US customs, the Universal Postal Union, and USPS operates on the basis of the Zonos system. Ukrposhta obtains access to it under a separate free license.

Evolve belongs to the same group of companies. Zonos acquired the customs broker in April 2026. According to "Nashi Groshi", it is Evolve that has the necessary US customs broker license, which Zonos itself does not have.

Engaging another broker, as stated in the procurement justification, would require the creation of a new technical integration with US customs, USPS, and Universal Postal Union systems.

This is not the first major contract of Ukrposhta with this group. In November 2025, the postal operator entered into an agreement directly with Zonos for services for payment of US duties worth $8 million. The pricing terms were similar, but the expected number of shipments was slightly higher.
