Ukraine reports readiness of residential buildings and boiler houses for winter

By the 2026/27 heating season, more than 114,000 residential buildings have been prepared in Ukraine — 79.2% of the almost 144,000 planned. Over the month, housing stock readiness increased by more than 20 percentage points.

This was reported by the Ministry of Reconstruction, Infrastructure and Transport of Ukraine. The preparation covers residential buildings, boiler houses and heating networks, water supply and sewerage systems, schools, kindergartens, healthcare institutions, and road infrastructure.

As of early September, housing stock readiness reached 79.2%. By comparison, on August 1 the necessary work had been completed in 83,553 buildings, or 58% of the plan. Thus, over the month the indicator rose by 21.2 percentage points, and the number of prepared buildings — by more than 30,000.

Even higher is the readiness level of social infrastructure. 20,600 schools, kindergartens and healthcare institutions have been prepared for winter — 86.5% of the planned number. In early August this indicator was 62.7%.

In the heating supply sector, 14,194 boiler houses are ready for operation, or almost 83% of the plan. More than 13,300 kilometres of heating networks have also been prepared. Repair and replacement of boilers, emergency sections of heating networks and central heating points are continuing, while necessary fuel reserves are being formed.

The pace of preparing heating supply facilities has also noticeably increased. On August 1, 10,590 boiler houses were ready, or 61.7%, and more than 10,400 kilometres of heating networks. Over the following month, boiler house readiness increased by approximately 21 percentage points, and the length of prepared heating networks — by almost 2,900 kilometres.

Work is also continuing at water supply and sewerage facilities. 2,900 water pumping stations and more than 8,300 wells have been prepared for winter. Enterprises are repairing water supply and sewerage networks, treatment facilities and water intakes, and equipment is being prepared for increased load.

A separate area of preparation is road infrastructure. By early September, 4,124 units of specialised equipment are ready, 8.6 million square metres of road surface have been repaired, and over 1.3 million tonnes of de-icing materials and reagents have been stockpiled.

Minister of Reconstruction, Infrastructure and Transport Mykola Kalashnyk noted that the readiness of regions is assessed not only by the percentage of planned work completed. In wartime conditions, it is important that systems are capable of stably providing residents with heat and water during possible attacks and other emergency situations.

Special attention is paid to front-line regions, where heating and water supply facilities and other critical infrastructure are under constant threat of Russian strikes. In such regions, backup solutions and the ability to quickly restore basic services in case of damage must be provided for.

Preparation for the heating season is ongoing. Before it begins, regions must complete the main work on housing and utilities and social facilities and ensure their readiness to operate in winter conditions.
