Relatives of the Carthage case defendant acquired property worth over $1 million
Relatives and close associates of the Deputy Head of the International Cooperation Department of the Prosecutor General's Office, Sergey Kropiva, who is suspected by NABU and SAPO of organizing a scheme to "protect" fraudulent call centers, have become owners of real estate and cars with a total value exceeding $1 million in recent years. Journalists also discovered Russian passports among some relatives.
This is stated in an investigation by hromadske, published after the NABU and SAPO special operation "Carthage".
According to journalists, active acquisitions by Kropiva's relatives began in 2020, when he held the position of First Deputy Head of the Cyberpolice Department of the National Police.
In particular, the official's mother Valentina Kropiva purchased a 40 sq. m apartment in the Kyiv residential complex "Comfort Town" for more than $30,000 in 2020. In November 2021, she became the owner of a land plot and a 258 sq. m house in Lesniki near Kyiv. The official value of the property was about 5.5 million UAH, or over $200,000 at the then exchange rate.
In 2023, the woman purchased a Toyota RAV4 produced in 2022, and in 2025 she registered a 125 sq. m apartment in the "Faina Town" residential complex. According to the investigation, 6.7 million UAH was paid for it — over $160,000 at that time.
Real estate also appeared for the official's father Vasyl Kropiva. In 2020, he provided a loan of 3.7 million UAH, which then exceeded $130,000. As collateral, he received a 290 sq. m house in Odesa under a mortgage.
In 2024, Kropiva's father registered a 43.8 sq. m apartment in the capital's UNIT.Home residential complex for almost 2 million UAH — over $50,000. A year later, he purchased a building of about 500 sq. m in Boyarka for 2.5 million UAH, or over $62,000.
According to hromadske's calculations, the official expenses of Kropiva's parents on real estate in Kyiv, Kyiv Oblast, and Odesa amounted to about $650,000.
Journalists also examined the property of Kropiva's wife Iryna. In 2023, she purchased a Mercedes-Benz GLE-Class produced in 2023 for almost 5 million UAH, which then corresponded to over $130,000.
In addition, hromadske, citing leaks from databases, reports that the woman previously had a Russian passport obtained in 2004 in the Komi Republic. Now this document is invalid.
Russian documents, according to the investigation, remain valid for the parents of Iryna Kropiva — Oleksandr and Halyna Rohovchenko. Journalists claim that information about these passports is confirmed by data from the Russian tax service.
Moreover, the official's father-in-law and mother-in-law became owners of real estate in Ukraine already after obtaining Russian citizenship. In 2021, Halyna Rohovchenko purchased three premises with a total cost of over $80,000 in the "Faina Town" residential complex. Oleksandr Rohovchenko bought a premise there for over $90,000 in November 2022, and in 2025 — an apartment in the "Great" residential complex worth over $30,000.
Thus, this real estate of the father-in-law and mother-in-law alone is estimated at more than $200,000.
NABU and SAPO previously stated that as part of Operation "Carthage", they exposed a criminal organization whose members, according to the investigation, systematically received unlawful benefits from fraudulent call centers and legalized the proceeds.
According to anti-corruption bodies, the organizer of the scheme was one of the heads of a structural unit of the Prosecutor General's Office. The investigation states that more than 20 million UAH was spent on real estate, jewelry, and other valuable property, and assets with a minimum market value of over 12 million UAH were re-registered to third parties to hide the actual owner.
Sergey Kropiva was detained as part of the investigation. The High Anti-Corruption Court imposed detention with the possibility of posting 120 million UAH bail. The proceedings are at the pre-trial investigation stage, and the guilt of the suspects can only be established by a court.
