Koretsky announced regions lagging in preparing critical infrastructure for winter
In a number of regions of Ukraine, there is a lag behind the schedules for the construction of protective structures and the connection of necessary equipment within the framework of resilience plans. Prime Minister Serhiy Koretsky demanded that work be accelerated before the start of the heating season.
The head of government reported this following a meeting of the Operational Coordination Center for the implementation of resilience plans of regions and individual cities.
During the meeting, government representatives compared the actual state of work with the schedules determined by decisions of the National Security and Defense Council. The inspection showed that in some regions, work on physical protection of facilities and connection of equipment is proceeding more slowly than planned.
Koretsky instructed the Ministry of Energy, the Ministry of Infrastructure, and the Recovery Agency to strengthen control over each facility and ensure completion of the planned work within the established deadlines.
According to government data, 67.6 billion UAH have already been allocated for the implementation of resilience plans. Of this amount, 43.7 billion UAH are intended for engineering protection of critical infrastructure facilities.
A separate task for the regions is to increase the number of backup power sources for critical infrastructure. Local authorities must also create the necessary fuel reserves to ensure the operation of heat and water supply, sewage, and social facilities in the event of prolonged power outages.
Koretsky emphasized that local authorities bear personal responsibility for reserve power supply of facilities that provide basic utility services to the population.
The meeting also discussed the restoration of the locomotive fleet of "Ukrzaliznytsia" lost as a result of Russian strikes. The Ministry of Finance, together with relevant agencies, was instructed to ensure the necessary funding for this work.
In addition, the Ministry of Infrastructure must develop a mechanism for insuring workers and equipment involved in the construction of protective structures for energy facilities in frontline regions.
Resilience plans provide for preparing critical infrastructure for possible new Russian attacks and prolonged outages during the 2026/2027 heating season. The main areas include engineering protection, backup power supply, distributed generation, stable operation of heat and water supply systems, as well as creation of reserves of equipment, materials, and fuel.
Previously, an audit of plan implementation showed a significant lag behind the original schedules. In late August, Koretsky reported that at the time of the inspection, the overall level of implementation was about 47%. After that, the National Security and Defense Council obliged the regions to update the plans taking into account measures that can realistically be completed before the start of the heating season.
