Government preparing subsidized loans and state property for affected businesses

The Cabinet of Ministers, jointly with the National Security and Defense Council, is preparing additional support measures for entrepreneurs operating under regular Russian attacks. These include a subsidized lending program and easier access for businesses to lease state property.

This was announced by Prime Minister of Ukraine Serhiy Koretskyi. According to him, the government is developing relevant decisions together with the NSDC.

Subsidized lending is intended to help enterprises restore damaged facilities, support operational activities, and adapt to working under constant threat of new strikes. The Prime Minister has not yet specified interest rates, maximum loan amounts, or eligibility criteria.

The second area concerns state property. The Cabinet intends to simplify access for entrepreneurs to lease it. Such a mechanism could be used, in particular, by enterprises that need to quickly relocate or disperse production, storage, and other facilities after Russian attacks.

Koretskyi emphasized that the state needs to create conditions allowing companies to continue operating even after losing premises, equipment, or part of their infrastructure.

Preparation of new mechanisms continues the government's work with business after a series of Russian strikes on trade, manufacturing, and logistics infrastructure. Earlier, the Cabinet discussed with companies the expansion of subsidized lending, improvement of war risk insurance, decentralization of international logistics, and expansion of customs corridors.

Separately, the government proposed using state facilities to disperse storage capacities. This measure should reduce the dependence of large suppliers on individual logistics centers whose destruction can lead to supply disruptions.

Russian strikes in recent months have repeatedly caused damage to major Ukrainian enterprises and warehouse infrastructure. This week, the Kyiv tobacco factory Imperial Brands halted production due to an attack. Previously, warehouses of large manufacturers, retail chains, and logistics companies were destroyed or damaged by Russian strikes.

At the same time, a state program "Affordable Loans 5-7-9%" is already operating in Ukraine. Since the beginning of 2026 alone, businesses have received about 26.5 thousand loans worth 118 billion hryvnias under it. Enterprises operating in high military risk zones accounted for 40.5 billion hryvnias of lending.

However, the Prime Minister's statement suggests that the government is preparing separate additional support mechanisms for businesses affected by or at increased risk of Russian attacks. The program's launch date and final terms have not yet been announced.
