The Prymorskyi District Court of Odesa sentenced a serviceman of the territorial recruitment center to seven years of imprisonment for torture, unlawful deprivation of liberty, and kidnapping of a man during mobilization measures. The convict was also banned from holding positions in the TCC related to mobilization for three years.

The court passed the verdict on September 7, 2026, and on September 10 it was published in the court register. The accused was a TCC serviceman and was part of a group notifying conscripts.

According to the case materials, the incident occurred in the evening of May 2 in Odesa. A group of four TCC servicemen conducted mobilization measures without the participation of National Police officers, who have the authority to carry out administrative detention and forced delivery.

At about 7:05 PM, the servicemen noticed a man whose identity had not been established at that time. The court noted that they did not verify his data and did not establish legal grounds for detention, forced delivery, or other restriction of freedom.

The man started running and ran into the entrance of an apartment building, where he grabbed metal railings. According to the case materials, the TCC serviceman sprayed a tear gas agent into his face. After that, the man began suffocating, and the group pulled him away from the railings and forcibly placed him into a service Renault Master.

The man was beaten on the way to the TCC

During the trip to the TCC, the victim continued to suffocate from the tear gas, coughed, and repeatedly asked to stop the violence and let him breathe normally.

The court established that the convict kicked the victim several times in the torso. Another serviceman from the group, whose case was not the subject of this verdict, also punched the man.

According to the case materials, the violence was used, in particular, to force the man to submit to demands and provide personal data. The victim was also found with an object that one of the servicemen perceived as an ax. Despite this, the court qualified the convict's actions as torture and unlawful deprivation of liberty and kidnapping.

At about 7:11 PM, against his will, the man was taken to the TCC.

The accused pleaded guilty

On August 21, the serviceman entered into a plea agreement with the prosecutor. The victim agreed in writing to its conclusion. In court, the accused confirmed that he pleads guilty and agrees with the determined punishment.

For unlawful deprivation of liberty and kidnapping, the court sentenced five years of imprisonment, and for torture by a state representative - seven years. For the totality of criminal offenses, the final punishment was seven years of imprisonment.

In addition, the convict is banned from holding positions in district TCCs and SP related to mobilization measures for three years, as well as engaging in relevant activities.

Until the verdict enters into legal force, the serviceman will remain in custody in the Odesa pre-trial detention center. The verdict can be appealed within 30 days.
