State budget revenues over eight months reached UAH 3.6 trillion
In January-August 2026, the general and special funds of the state budget of Ukraine received UAH 3.6 trillion in taxes, fees, and other payments. Cash expenditures for this period amounted to UAH 4.04 trillion.
The Ministry of Finance reported this, citing operational data from the State Treasury Service, according to the Ministry of Finance.
In eight months, the general fund of the state budget received UAH 2.29 trillion. International grant assistance remained one of the largest sources - UAH 569.6 billion, or about a quarter of all general fund revenues.
Another UAH 146.1 billion was transferred by the National Bank in April and May as part of its profit.
Among tax revenues, import VAT provided the most - UAH 433.8 billion. Corporate profit tax brought UAH 265.7 billion, personal income tax and military levy - UAH 245.9 billion, domestic VAT after refunds - UAH 218.3 billion, excise taxes - UAH 207.1 billion.
In August alone, the general fund received UAH 227.8 billion. The largest sources were corporate profit tax - UAH 72.6 billion and VAT on imported goods - UAH 56.2 billion.
Borrowing lags behind plan
Actual state borrowing to the general fund in January-August amounted to UAH 644.7 billion - only 59.9% of the plan for this period.
On the domestic market, through the placement of government bonds, the budget raised UAH 332 billion, of which UAH 124.9 billion came from war bonds.
From external sources, Ukraine received UAH 312.7 billion, or about $7 billion. The European Union was the largest creditor: within the Ukraine Facility, €2.44 billion, or UAH 126.1 billion, was received. From the IMF, Ukraine received UAH 96.1 billion, and about another $1 billion from the International Bank for Reconstruction and Development.
At the same time, UAH 391.2 billion was allocated for state debt repayment over eight months, and UAH 250.5 billion for its servicing.
Revenues from the single social contribution to the pension and social insurance funds in January-August amounted to UAH 502.6 billion, of which UAH 66.4 billion in August.
