Minimum wage to increase from January: new amount included in budget
The draft state budget of Ukraine for 2027 provides for an increase in the minimum wage from January 1. It is planned to set it at UAH 9,546 per month.
This was reported by MPs Yaroslav Zheleznyak and Lesia Vasylevska, who reviewed the parameters of the draft state budget for next year.
Currently, the minimum wage in Ukraine is UAH 8,647 per month. Thus, from the beginning of 2027, it is proposed to increase it by UAH 899, or about 10.4%.
The minimum wage of UAH 9,546 was already provided for in the Budget Declaration for 2027–2029, which the Cabinet of Ministers approved on June 17. Now this figure has been retained directly in the draft state budget for next year.
Thus, the government has not yet supported proposals for a more significant increase in the minimum wage. In particular, trade union representatives proposed setting it at at least UAH 15,120 in 2027, citing the actual cost of living and the projected average wage.
The final minimum wage will only be determined after the state budget is adopted by the Verkhovna Rada and signed into law by the president. During the consideration of the document in parliament, budget parameters may still change.
The minimum wage is used not only as the lower limit of remuneration. Its size also determines the minimum insurance contribution for the unified social tax, part of entrepreneurs' tax payments, labor fines, and a number of other calculated indicators.
If the current unified social tax rate of 22% is maintained, the minimum insurance contribution after raising the minimum wage to UAH 9,546 will be UAH 2,100.12 per month.
The government has previously also planned further growth of the minimum wage: the Budget Declaration for 2028 provides for UAH 10,377, and for 2029 — UAH 11,114. These figures remain forecast for now and will be clarified when preparing the budgets for the respective years.
