Ukrainian farmers received an additional 6 billion hryvnias in preferential loans

Ukrainian farmers have received an additional 6 billion hryvnias in preferential loans within the state program 'Affordable Loans 5-7-9%'. The funds are directed primarily at ensuring the sowing campaign amid problems with export logistics and Russian attacks in the Black Sea.

This was announced by Prime Minister of Ukraine Serhiy Koretskyi following a meeting of the president and government with representatives of the agricultural sector.

According to him, after consultations with business, the Cabinet of Ministers has already implemented the first package of urgent measures to support the industry.

"We launched a program of affordable lending for farmers to ensure sowing. An additional 6 billion hryvnias have already been issued within the program 'Affordable Loans 5-7-9%'", — the head of government reported.

In addition to expanding lending, the authorities have reduced minimum export prices for grain and oilseed crops. The requirements of the National Bank for lending to agricultural producers have also been revised.

The government began additionally easing the terms of the '5-7-9%' program for farmers back in August. In particular, the restriction that allowed using no more than 20% of the agricultural loan amount for working capital replenishment was lifted. The rate on such loans was reduced from 15% to 10% per annum.

The changes should provide agricultural producers with more funds for sowing, harvesting campaign, and other current production expenses.

Support for farmers is expanding amid complications in exports via the Black Sea. The government states that together with international partners it is working on strengthening alternative logistics routes and restoring free navigation.

At the meeting with agricultural business, the possibility of giving priority in rail transportation to certain types of agricultural products was also discussed. Among other issues are the security of export routes and ship insurance mechanisms.

Following the negotiations, the authorities and industry representatives have determined further steps. The Cabinet of Ministers plans to adopt additional decisions in the near future.

The 'Affordable Loans 5-7-9%' program remains one of the main instruments of state business financing. According to the Ministry of Economy, since the beginning of 2026, Ukrainian entrepreneurs have received about 27 thousand loans worth 119 billion hryvnias under this program by mid-September.
