Zelensky announced the return of declarations for law enforcers

President Volodymyr Zelensky announced a legislative solution that should restore full declaration for law enforcers and members of the Security Forces not participating in hostilities. At the same time, the authorities intend to check the heads of central executive bodies with high corruption risks.

Zelensky said this on September 16 after a meeting dedicated to further legislative steps and Ukraine's fulfillment of its obligations to international partners.

According to the president, the new declaration mechanism should allow the state to really control the property status and lifestyle of law enforcement officers.

"There will be a solution that will return declarations for law enforcers and the Security Forces who are not at war, in such a volume that is guaranteed to allow real control over the property status and lifestyle of law enforcers", — said Zelensky.

The president has not yet specified which law will be amended and when the relevant document will be submitted to the Verkhovna Rada.

During martial law, Ukrainian legislation provides a number of exceptions to the general declaration procedure for military personnel, employees of certain law enforcement structures and police officers directly participating in hostilities. For such categories, special deadlines for submitting declarations and restrictions on disclosure of certain information for security reasons have been established.

Separately, Zelensky announced the preparation of a review of the personnel of central executive bodies. He discussed this topic with Prime Minister Serhiy Koretskyi.

According to the president, it is necessary to check both full-fledged heads of departments and those who temporarily perform their duties. Among the bodies to which Zelensky paid special attention, he named the tax service, the Asset Recovery and Management Agency (ARMA), as well as various state inspections.

The head of state explained the initiative by the high level of corruption risks in such structures. He has not yet reported details about the format of the check, its timing and possible personnel consequences.

Zelensky also linked further legislative changes to the fulfillment of Ukraine's obligations to international partners. According to him, the fulfillment of agreed conditions is directly related to attracting funding to the state budget, whose deficit remains significant.
