Government to cut unnecessary vacancies and review number of deputy ministers

The Government of Ukraine has decided to review the number of employees of central executive authorities, reduce unnecessary vacant positions, and assess the need for the current number of deputy ministers and heads of agencies. This was announced on September 18 by Prime Minister Serhiy Koretskyi.

According to him, the Cabinet of Ministers will conduct a comprehensive analysis of the public administration system. The government intends to determine where functions are duplicated, where there are excessive processes, and where there are opportunities for optimization.

After such analysis, the authorities must determine the actual need for the number of employees of each central executive authority, taking into account the real volume of its tasks and functions.

At this stage, the focus is primarily on reducing unnecessary vacant positions, rather than on the announced mass dismissal of current civil servants.

At the same time, the government will review the number of deputy ministers and deputy heads of central executive authorities. Koretskyi has not yet named specific agencies where such positions may be reduced, or the number of positions.

Another direction of the reform will be the digitalization of the state apparatus. The Cabinet of Ministers will analyze internal processes in central authorities and the possibilities for their automation. According to the Prime Minister, the state should not spend resources on procedures that can be accelerated and simplified using digital tools.

The government also plans to change approaches to professional training of civil servants so that they meet the current needs of the state.

Ministers and other central executive authorities have already received instructions to implement these measures. The coordination and control of their implementation will be carried out by the State Secretary of the Cabinet of Ministers, Kostiantyn Marievich.

Thus, the final scale of optimization of the state apparatus will become known after the analysis of the structure of authorities. So far, the Cabinet of Ministers has not reported exactly how many vacancies, deputy positions, or other positions are planned to be removed.
