Businesses given five days to test eExcise updates before launch

Updates to the eExcise system will first undergo business verification in the Sandbox test environment and only then be transferred to the production version. Economic operators will be given five working days to test changes and inform developers of critical errors.

After a new version appears in Sandbox, companies will be able to test it on their own business scenarios. If issues are found that could significantly affect business operations, they must be resolved before transferring the update to the production system.

If no critical remarks remain after five working days, the new eExcise version will be moved to the production environment. Sandbox itself operates by the same logic as the main system, but operations in it do not create financial or legal obligations for companies.

Businesses will be able to report found issues through the official technical support system. An error description, steps to reproduce, API requests and responses, screenshots, and system logs can be attached to the request.

Increased limit for operations with electronic stamps

At the same time, developers changed the system's handling of electronic excise stamps. Via API, it is now possible to simultaneously deactivate, cancel, or reverse cancellation of up to 30,000 stamps instead of approximately 1,000 previously. In addition, when there is a large number of simultaneous requests, the system should put them in a queue rather than reject them.

eExcise is designed for electronic traceability of alcoholic beverages, tobacco products, and e-cigarette liquids. The system is currently undergoing testing with business involvement. The State Tax Service previously reported that the test mode allows manufacturers, importers, and sellers to verify their processes and integration with the system in advance.

According to current legislation, the full mandatory launch of eExcise remains scheduled for November 1, 2026. Meanwhile, a bill No. 15532 is in the Verkhovna Rada, proposing to postpone the implementation of electronic traceability to July 1, 2027. As of September 18, the document is still awaiting consideration by parliament.

The relevant committee of the Verkhovna Rada recommended adopting bill No. 15532 as a basis and in its entirety. The authors of the initiative explain the postponement by the need to complete integration of business software solutions, verify key system processes, and conduct functional, integration, and load testing.
