The "Carthagen" case defendant was released on 3 million UAH bail

The driver of former official of the Prosecutor General's Office Serhiy Kropyva and a defendant in the "Carthage" case, Serhiy Kutsyi, was released from custody after posting bail in the amount of 3 million UAH. Information about Kutsyi's release was also confirmed by the High Anti-Corruption Court.

Kutsyi, who appears in NABU recordings under the pseudonym "Kamrad", after posting bail is obliged to comply with court-imposed restrictions. In particular, he must appear upon summons of a detective, prosecutor, and court, report changes of residence and work, submit documents for traveling abroad, and wear an electronic bracelet. He is also prohibited from communicating with a number of participants in the proceedings, including Serhiy Kropyva.

The HACC sent Kutsyi into custody on September 7 for 60 days and at the same time set alternative bail in the amount of 3 million UAH. According to Transparency International Ukraine, the last part of this amount was posted on September 15. Two days later, the defense waived the appeal against the chosen measure of restraint, attaching a corresponding statement from Kutsyi himself.

Serhiy Kutsyi is one of five suspects in the NABU and SAPO operation "Carthage". According to the investigation, the criminal organization was created in mid-2025 by one of the heads of a structural unit of the Prosecutor General's Office. Its members are suspected of systematically receiving unlawful benefits from fraudulent call centers in exchange for non-interference in their activities.

NABU claims that the organization included prosecutors and persons close to them. The received funds, according to the investigation, were laundered through real estate, jewelry, and other property, and part of the money was placed on bank accounts of close persons under the guise of income from entrepreneurial activity.

One of the central figures in the case is Serhiy Kropyva. The HACC previously sent him into custody with an alternative bail of 120 million UAH, and on September 16, the HACC Appeals Chamber upheld this measure of restraint without changes. The investigation itself is ongoing, and the circumstances presented by NABU and SAPO are the version of the investigation and must be proven in court.
