IMF to help Ukraine find part of financing for 2027
The International Monetary Fund will help Ukraine mobilize part of the funds needed to ensure the country's financial sustainability in 2027.
President Volodymyr Zelenskyy said this following a meeting with IMF Managing Director Kristalina Georgieva.
According to the President, one of the main topics of the talks was financing Ukraine next year. The parties discussed existing needs and opportunities to attract additional international assistance. Zelenskyy noted that the IMF will help find part of the necessary funds.
The issue of financing for 2027 is currently one of the key priorities for the Ukrainian government. According to the Ministry of Finance, Ukraine's total external financing needs next year amount to about $52.6 billion. Even taking into account financing already available, including the remaining funds of European support programs, the uncovered gap remains significant.
Earlier, Finance Minister Serhiy Marchenko also discussed this issue with Georgieva. He noted that the IMF's role is not only in its own financing but also in consolidating support from other international partners. The Fund's program remains one of the main benchmarks for donors when making decisions on further budget assistance to Ukraine.
Since February 2026, Ukraine has been working under a new four-year Extended Fund Facility program worth $8.1 billion. In July, the IMF completed its first review and opened access to another tranche of approximately $690 million. In total, under the new program, Ukraine had received about $2.2 billion by that point.
In its latest review, the IMF estimated Ukraine's total external financing needs in the baseline scenario for 2026–2029 at approximately $140.3 billion. For 2027, the need was estimated at $43.4 billion, but more recent calculations by the Ukrainian Ministry of Finance already indicate the need to attract $52.6 billion in external resources next year.
Thus, Kyiv's negotiations with the IMF are currently focused not only on the implementation of the current program but also on forming a broader package of international financing for 2027.
