Massive internet outages hit Kyiv and region after Russian strike

Around 100,000 households in Kyiv and Kyiv region faced internet access problems after a Russian attack on September 23.

This was reported by the Ministry of Digital Transformation of Ukraine.

According to the ministry, communication disruptions are observed both in the capital itself and in Kyiv region. The Ministry of Digital Transformation estimates the scale of the problem at about 100,000 households.

The ministry did not specify which settlements and areas are most affected, nor did it provide a breakdown by internet providers. The causes of failures on individual network segments and the timelines for full restoration of internet access have also not been announced yet.

Communication problems arose after another Russian attack on Kyiv on the morning of September 23. According to city authorities, facilities in several districts of the capital were damaged as a result of the strikes.

In Darnytskyi district, a hit was recorded on a transport infrastructure facility, with preliminary reports of one injured person. A fire also broke out on the roof of one of the gas stations there. In Holosiivskyi district, authorities reported a drone hitting a gas station and a fire in warehouse premises, and in Solomianskyi district - a fire on the territory of a transportation enterprise.

During the heightened air threat, Kyiv City Express train service was temporarily suspended in both directions in the capital. According to the Kyiv City State Administration, by 07:20 the air raid alert had been declared four times in Kyiv since the beginning of the day.

The Ministry of Digital Transformation previously called the resilience of telecommunications infrastructure one of the priorities amid Russian strikes and possible power outages. According to the ministry, by September 2026, 54% of Ukrainian households had internet access via xPON technology, which can continue working during power outages if the user and operator have backup power.

Meanwhile, the current disruptions affected a significant number of users precisely in the capital region. The Ministry of Digital Transformation has not yet reported when communication will be fully restored for all affected subscribers.
