Cabinet appoints new acting head of tax service

The Cabinet of Ministers appointed Yuriy Konyushenko as first deputy head of the State Tax Service of Ukraine and temporarily assigned him the duties of the head of the agency.

Prime Minister Serhiy Koretskyi announced this on September 25. Thus, Konyushenko will lead the tax service as acting head, not as a permanently appointed head of the STS.

According to the prime minister, among the main tasks of the new head are ensuring stable operation of the tax service and fulfilling revenue plans for the state budget. The government also expects further simplification of tax administration, improved interaction with business, and more open dialogue with taxpayers.

Konyushenko has many years of experience in state financial policy. Since 2015, he worked in the Secretariat of the Cabinet of Ministers, where, in particular, he held the position of deputy head of the department for budget, tax, and customs policy and headed the tax and customs policy division.

In 2020, Konyushenko moved to the Ministry of Finance. Until his current appointment, he headed the Department for Coordination and Monitoring of the Ministry of Finance.

The change in STS leadership occurred after the government terminated the powers of Lesia Karnaukh as acting head of the tax service on September 14. Then the Cabinet instructed the finance minister to submit candidates for the position of STS head or an official who would temporarily perform his duties.

Karnaukh had led the State Tax Service as acting head since June 2025. She took over after the previous STS head, Ruslan Kravchenko, was appointed prosecutor general.
