Zaporizhzhia company receives large contracts from Restoration Agency structures
Zaporizhzhia construction company "Kalmius" received state contracts totaling about UAH 2.14 billion after former head of Zaporizhzhia Regional State Administration Ivan Fedorov was appointed head of the State Agency for Restoration and Infrastructure Development. At the same time, one of the tenders was announced before Fedorov's appointment, so the coincidence in timing does not indicate a connection between the personnel decision and the procurement results.
This is reported by "Nashi Groshi" based on data from the Prozorro system. Ivan Fedorov took charge of the Restoration Agency on September 4.
The largest of the new orders was a contract from the Service for Restoration and Infrastructure Development in Zaporizhzhia Oblast for the installation of anti-drone protection on roads. The contract value with "Kalmius" is about UAH 1.1 billion.
According to Prozorro, the procurement was announced on August 25 — before Fedorov became the agency head. The expected cost of work was UAH 921.7 million excluding VAT. The tender ended with "Kalmius" being determined as the winner.
Approximately another UAH 1.03 billion was received by the company from the Restoration Service in Dnipropetrovsk Oblast for the design and reconstruction of two energy infrastructure facilities. Thus, the total value of new contracts between regional services and the company reached about UAH 2.14 billion.
Journalists of "Nashi Groshi" separately compared the prices in the Zaporizhzhia anti-drone protection contract with similar procurements in Kharkiv Oblast. According to their calculations, the cost of installing metal supports and mounting protective mesh in certain items was about three times higher. This comparison is the outlet's assessment based on published estimates and by itself does not imply an established violation or price inflation.
LLC "Construction Company 'Kalmius'" was registered in Zaporizhzhia in 2025. According to "Nashi Groshi", over a year and a half the company received state orders through Prozorro worth about UAH 5.6 billion, of which UAH 2.14 billion came after the change of leadership of the Restoration Agency.
Previously, investigative journalists had already taken an interest in the activities of "Kalmius". In an investigation by Suspilne, the company appeared among contractors for the construction of protective facilities in Zaporizhzhia Oblast. Company owner Daniil Sandirev at the time confirmed cooperation with other construction companies in the region.
Ivan Fedorov earlier, in a comment to Suspilne, denied any connection with "Kalmius" and a number of other companies mentioned in the investigation. He stated that he is not their beneficiary or partner and does not maintain business relations with their management and owners. According to him, contractors are selected by authorized construction customers within established procedures.
