In the Rada they want to raise the minimum wage more substantially from 2027

The Committee of the Verkhovna Rada on Social Policy and Protection of Veterans' Rights proposed to set the minimum wage in Ukraine from January 1, 2027 at the level of 12,000 UAH per month.

The relevant proposal was included by the Committee in the conclusion regarding the draft State Budget for 2027 No. 16000. The meeting at which the draft budget was considered took place on September 30.

The Committee proposes to the Budget Committee to set out the article on the minimum wage in a different wording: to establish it from the beginning of next year at the level of 12,000 UAH in monthly terms and 300 UAH – in hourly terms. 

This is significantly higher than the indicator laid down by the government in the draft budget. The Cabinet of Ministers proposes from January 1, 2027 to set the minimum wage at 9,546 UAH per month and 57.5 UAH per hour. Thus, the proposal of the relevant committee provides for a monthly minimum 2,454 UAH higher than the government's version.

In the conclusion, the Committee criticizes the increase proposed by the government as insufficient. Compared to 2026, the minimum wage in the government's draft should increase by only 899 UAH, or 10.4%.

One of the Committee's arguments is the actual subsistence minimum. According to the Ministry of Social Policy, as cited in the conclusion, in August 2026 prices, the actual subsistence minimum for an able-bodied person was 9,240.62 UAH, and taking into account mandatory payments – 12,000.81 UAH.

The Committee also draws attention to the ratio of the minimum and average wages. According to the Ministry of Economy forecast, the average wage in 2027 should be 34,409 UAH. With a government minimum wage of 9,546 UAH, its share would be only 27.7% of the average wage.

In the conclusion, the deputies refer to European approaches to assessing the adequacy of the minimum wage. Among the reference points given in the EU Directive on adequate minimum wages, the Committee notes the ratio at the level of 50-60% of the average wage or 60% of the median wage.

In parallel, the Committee proposed to significantly revise the subsistence minimum as well. Instead of the 3,559 UAH per person provided by the government, the deputies propose to set 8,781 UAH, for able-bodied persons – 9,241 UAH, and for persons who have lost working capacity – 7,344 UAH.

At the same time, the proposal on a minimum wage of 12,000 UAH is not yet an adopted decision. The Committee on Social Policy is not the lead committee in considering the state budget: it sent its proposals to the Verkhovna Rada Budget Committee, which processes draft law No. 16000 before further consideration by the parliament.
