Germany allocates 30 million euros to "Industrial Ramstein" for Ukraine

Germany will direct 30 million euros of initial funding to practically launch the joint "Industrial Ramstein" initiative with Ukraine. It should help Ukrainian enterprises obtain modern equipment and financing for the restoration and modernization of production.

This was reported by the Ministry of Economy and Environment of Ukraine following a meeting between Minister Oleksandr Kravchenko and Federal Minister of Economy and Energy of Germany Katharina Reiche on October 4.

The "Industrial Ramstein" Ukraine and Germany initiated in April 2026. Now the parties are moving to the launch of a pilot phase of the program and discussing its further scaling.

The mechanism should be directed not only at replacing equipment lost due to Russian attacks. The Ministry of Economy expects to use it for technological update of Ukrainian enterprises, creation of joint production, localization, and long-term cooperation with German companies.

Ukraine also proposes directly combining the needs of its enterprises with the opportunities of individual federal states and industrial clusters of Germany. Among the priority areas of cooperation, the government names energy, defense industry, production of building materials and machinery for reconstruction, chemical industry, and agricultural machinery.

In parallel, Ukraine is working on a new model of war risk insurance for business. The state plans to assume the first level of losses, and the maximum payment to affected enterprises is planned to be increased to 10 million dollars.

Such a mechanism should create conditions for attracting private insurers and reinsurers. The Ukrainian side also counts on the participation of the G7 countries, in particular Germany, in forming a special fund and providing international guarantees and reinsurance.

Another instrument for attracting German business is the UkraineConnect program, which the German government implements through DEG. It provides preferential financing for German and other European companies launching projects in Ukraine or expanding their presence there.

Germany is among the top three largest trading partners of Ukraine. The Ministry of Economy expects that in 2026 Ukrainian imports from Germany will exceed 6 billion euros.
