People banned from staying and traffic banned on the coast of Odesa region
On certain parts of the Black Sea coast in Odesa region, a special regime has been introduced that bans the presence and movement of people, as well as the entry and exit of vehicles.
The restrictions are established by joint order No. 54/31 of the head of the Odesa Regional Military Administration and the commander of the 'Odesa' operational-tactical group dated September 30. Information about the new rules was published by district authorities on October 5.
According to the Izmail District State Administration, the special regime covers the Black Sea coast, bays and inland sea waters within beach zones, as well as beach areas within the coastal protection strip of Odesa region.
On these territories, it is prohibited for Ukrainian citizens, foreigners and stateless persons to stay and move. Entry and exit of people, as well as entry and exit of vehicles, are also restricted.
The document states that the restrictions are introduced due to the threat to people's lives and health associated with Russian armed aggression, as well as to ensure public safety and order.
At the same time, the order provides for exceptions for a number of state and emergency services. On the territory with a special regime, military personnel of the Armed Forces, the National Guard and the State Border Guard Service, employees of law enforcement agencies, the SBU, the State Emergency Service, emergency medical care and other authorized persons may be present.
Their access should be carried out taking into account the current situation and, in cases provided for, in agreement with the commandant.
Patrols on the territories with special regime have been granted the right to check documents and permits, and, if necessary, to inspect belongings, transport, baggage and cargo. They may also temporarily restrict traffic in certain areas and bring people who commit offenses to the police.
Owners and users of land plots and premises located in the restricted area are obliged to take into account the established prohibitions in their economic activities. If mines, ammunition or other suspicious objects are found, they must report to the police or rescue services.
The new order cancels the previous document of June 11, 2026. At that time, a special regime also operated on the coast, but a separate clause allowed visiting certain beach zones subject to safety requirements.
In the list of areas allowed for visiting earlier, there were, in particular, certain zones of the beaches 'Golden Coast', 'Kurortny', 'Chaika', 'Arcadia', 'Dolphin' and municipal inclusive beaches in Odesa.
The new order no longer contains a separate list of open beach zones. Instead, there is a ban on the presence and movement of people on territories falling under the established special regime.
Control over the implementation of the order is assigned to the commandant of Odesa region. District military administrations and local self-government bodies must inform the population about restrictions and monitor their compliance.
