Winter subsidies will be recalculated automatically: who does not need to apply
Most recipients of housing subsidies in Ukraine will not have to re-submit an application before the 2026–2027 heating season. The Pension Fund will conduct a mass recalculation automatically in October.
This was reported by the Pension Fund of Ukraine.
Automatic recalculation will be carried out for households that have already been granted the right to housing subsidies since May 2026. This also applies to those families whose summer subsidy amount was 0 hryvnias.
Such recipients do not need to additionally apply to the Pension Fund if the circumstances affecting the right to assistance have not changed. Mass recalculation will take place in October, and the first payments for the heating season will begin in November – for October.
For heating-related services, the subsidy amount is calculated taking into account the duration of the heating season from October 16 to April 15 inclusive. At the same time, the period of housing subsidy assignment covers the heating period from October 2026 to April 2027.
The amount of assistance is determined individually for each household. The calculation takes into account the number of family members, their incomes, the list of utility services and their cost. For assignment of subsidy from the beginning of the heating season, household income for the first and second quarters of 2026 is taken into account, and for pensioners – the pension amount accrued for August.
The Pension Fund clarified that an application must be submitted by those who are applying for subsidy for the first time, as well as citizens who were denied its assignment for the non-heating period.
It is also necessary to apply again if the composition of the household has changed, the social status of its members, or other circumstances have arisen that may affect the right to subsidy or its amount.
Separate rules apply for recipients of assistance for the purchase of solid or liquid fuel for stoves. Such subsidy is not recalculated automatically – it is assigned upon personal application once per calendar year and for one heating season.
If an application for an ordinary housing subsidy is submitted within two months from the start of the heating season, the payment may be assigned from its beginning – from October 2026, but not earlier than the date when the right to assistance arose. If applied later, the subsidy is assigned from the month of application.
Documents can be submitted in person at a Pension Fund service center, through a TsNAP or an authorized person of a territorial community, sent by mail, or submitted via the Pension Fund's web portal and mobile application.
Subsidy recipients are also required to inform the Pension Fund about changes that may affect the right to assistance, in particular changes in the composition of the household or the social status of its members.
