HACC sentenced a deputy of the Zakarpattia Regional Council to seven years
The High Anti-Corruption Court found Oleksandr Antal, a deputy of the Zakarpattia Regional Council, guilty of organizing the illegal transfer of persons liable for military service across the state border and abuse of influence. He was sentenced to seven years of imprisonment.
In addition to the prison term, the deputy was barred for three years from holding positions in state and local government bodies, as well as at state-owned and municipal enterprises and institutions. The court ordered confiscation of his property, excluding a residential house and the land plot underneath it, and imposed a fine of UAH 93,500.
The court found Antal's accomplice guilty of illegally transferring people across the border and sentenced him to five years of imprisonment. He was also barred from holding certain positions for three years.
The case involved two episodes. According to NABU and SAPO, the deputy offered to arrange illegal border crossing for men eligible for military service outside official checkpoints. The cost of such a "service" was EUR 10,000 per person. For an additional fee, the scheme participants offered to deliver clients from Kyiv to Uzhhorod and, if necessary, assist with their return to Ukraine.
According to the investigation, the deputy involved a person who allegedly had influence over employees of the State Border Guard Service of Ukraine to organize the crossing. NABU and SAPO previously stated that Antal was exposed after receiving EUR 20,000 for transferring two people.
The second episode concerned land plots. The investigation established that the deputy offered to facilitate a change of their designated purpose in exchange for 15% of the charter capital of the company that was supposed to become the owner of the land and the property complex located on it. For this, he promised to arrange with the mayor, officials, and deputies of the local council to adopt the necessary decisions.
NABU and SAPO sent the case to court in September 2025. The HACC verdict may be appealed in accordance with the procedure established by law.
