Cabinet simplifies obtaining excise stamps for alcohol and tobacco

The Cabinet of Ministers of Ukraine has simplified the procedure for submitting applications for excise stamps for producers and importers of alcohol, tobacco products and liquids for electronic cigarettes.

This was reported by the State Tax Service of Ukraine.

The government has abolished the fixed deadlines for submitting preliminary calculation applications for the purchase of excise tax stamps. Previously, such an application had to be submitted by the 8th day of the respective month, and could be adjusted by the 18th day.

Now taxpayers will be able to submit a calculation application or make changes to it throughout the entire month in which the order for the production of the required number of excise stamps is formed.

The changes apply to companies operating in the sphere of production and circulation of alcoholic beverages, tobacco products, as well as liquids used in electronic cigarettes.

The new procedure is provided for by Resolution of the Cabinet of Ministers No. 1195 of September 30, 2026. The document amended the regulation governing the manufacture, storage and sale of excise stamps, as well as the labeling of excisable products.

Before the rule change, producers and importers had to forecast the need for stamps in advance. The main application was submitted monthly by the 8th day, and until the 18th day it was allowed to increase the order with an additional application.

The abolition of these restrictions allows companies to more promptly adjust the volume of required stamps depending on actual production plans and supplies.

Excise stamps are used for labeling alcoholic and tobacco products, as well as liquids for electronic cigarettes, and confirm the payment of the respective excise tax.
