Ministry of Justice seeks transfer to the state of wagons of a company linked to Russian military-industrial complex
The Ministry of Justice of Ukraine has appealed to the High Anti-Corruption Court with a lawsuit to recover 79 railway wagons owned by the Russian company "Inter Cargo Company" into state revenue. The ministry links the enterprise to Russian businessman Stanislav Gamzalov, who controls a number of companies that meet the needs of the military-industrial complex of the Russian Federation.

The lawsuit to the High Anti-Corruption Court was filed on October 7, 2026. The defendants in the case are Russian entrepreneur Stanislav Dzhakhparovych Gamzalov and the joint-stock company "Inter Cargo Company".
The Ministry of Justice asks to apply to them a sanction in the form of recovery of assets into state revenue, provided for by paragraph 1-1 of part one of Article 4 of the Law of Ukraine "On Sanctions".
The subject of the lawsuit is 79 railway wagons located on the territory of Ukraine. According to the ministry, this property belongs to JSC "Inter Cargo Company" and is in the indirect possession of Stanislav Gamzalov.
The ministry notes that Gamzalov owns a number of Russian enterprises. These companies, according to the Ministry of Justice, provide material and technical support to Russia in the war against Ukraine, in particular, they supply goods to enterprises of the Russian military-industrial complex.
These circumstances are cited by the ministry as the basis for applying the sanctions mechanism of property recovery.
This is not the first case regarding the confiscation of Ukrainian assets of Stanislav Gamzalov. In January 2026, the High Anti-Corruption Court granted the Ministry of Justice lawsuit and ruled to recover into state revenue about 25% of the shares of Kriukivsky Railway Car Building Plant, which were controlled by the Russian businessman.
In April, the State Property Fund of Ukraine became the owner of 25.0717% of the company's shares. Previously, the package belonged to the Austrian company OW Capital Management GmbH, through which Gamzalov controlled the asset.
According to the materials of the previous court case, Russian companies controlled by the entrepreneur, including "Inter Cargo Company", Engels Locomotive Plant, Metal Structures Plant and "Balakovo-Centerolit", paid taxes and fees to the budget of Russia in 2024 totaling more than 1.3 billion UAH.
The case materials also indicated that these enterprises fulfill state defense orders or produce products used for the manufacture and modernization of Russian military equipment, in particular tanks and infantry fighting vehicles.
Ukrainian legislation allows for the recovery into state revenue of assets of persons who have significantly contributed to Russian aggression. Such a mechanism is applied by decision of the High Anti-Corruption Court to the property of sanctioned individuals or legal entities.
According to Article 5-1 of the Law "On Sanctions", after the court decision enters into legal force, the recovered assets are transferred to the State Property Fund of Ukraine for management, unless the government determines another entity.
Currently, there is no decision on the confiscation of 79 railway wagons. The Ministry of Justice has only appealed to the court with the corresponding demand. The value of the wagons and the terms of consideration of the lawsuit are not indicated in the ministry's report.
