"Kyivvodokanal" to Spend UAH 616 Million on Backup Power Supply for Pumping Stations

PJSC "AC "Kyivvodokanal" has concluded contracts worth UAH 615.64 million for the installation of backup power supply for the capital's pumping stations. The works were ordered on the eve of the heating season, but their completion is planned only for the end of March 2027.

This is reported by "Nashi Groshi" with reference to data from the Prozorro electronic procurement system.

In total, the company has ordered the reconstruction of water supply and sewerage systems with the installation of alternative or backup power sources at 13 facilities in different districts of Kyiv. Contracts were concluded in the second half of September.

All orders were received by one company - LLC "Fasad-servis-bud" from Brovary. The contractor was selected without competitive bidding.

The largest contract costs UAH 157.24 million. Several other contracts were concluded for amounts ranging from UAH 40 million to UAH 73 million. The total cost of all 13 orders is almost UAH 616 million.

At the same time, the full texts of contracts and estimate documentation are hidden in the Prozorro system as confidential. Because of this, the public does not have the opportunity to check the detailed cost of equipment, materials and construction works.

Documents on amendments to contracts, which provide for advance payment of 30% of the cost of contracts in 2026, remain publicly available. The relevant decision was made by the Department of Housing and Communal Infrastructure of the KMDA on September 29.

Journalists also drew attention to the previous activities of the contractor. According to the analytical service Clarity Project, earlier "Fasad-servis-bud" mostly received small orders for repairs and household works. In particular, the company performed repairs of facades and window washing in state institutions.

The situation changed in June 2026, when the enterprise received eight contracts without competitive procedures for the reconstruction of sewage stations and treatment facilities in the Brovary district with a total cost of UAH 124.55 million.

The current contracts with "Kyivvodokanal" became the largest package of orders in the company's history. At the same time, the lack of open estimates does not allow an independent assessment of the justification of the cost of works.

Procurements are carried out against the background of problems with the capital's electricity supply, which directly affect the operation of water supply infrastructure. In particular, on October 7, there were interruptions in water supply on the right bank of Kyiv after the de-energization of part of the pumping stations.

Backup power sources should reduce the dependence of water and sewage infrastructure on external power supply during accidents and outages. However, the published procurement data does not allow determining how many facilities will be able to receive autonomous power before the end of the current heating season.
