One of the district state administrations in Kyiv awarded a large contract for a rehabilitation center without competition
In Kyiv, the Department of Social and Veteran Policy of the Solomianskyi District State Administration has concluded a contract for the reconstruction of a building into a rehabilitation center for children and people with disabilities worth UAH 688.11 million.
The contract was awarded to "Construction Industry Countryinvestbud", which turned out to be the only participant in the tender. Journalists found possible overpricing of certain building materials in the cost estimate.
This is reported by "Nashi Groshi" with reference to information in the public procurement system Prozorro. The contract was concluded on October 1, 2026.
Works will be carried out at 18-B Mykhaila Dontsia Street. The reconstruction is planned to be completed by October 2029.
The project involves partial demolition of the existing two-story building and construction of a new four-story wing. In the basement, a radiation shelter for 150 people will be arranged.
It also provides for the installation of a new transformer substation, reconstruction of existing premises and an underground heat point, re-equipment of engineering networks, and other construction works.
The future complex is to be adapted for temporary stay, rehabilitation, and vocational orientation of people with disabilities.
The reconstruction will be financed from the local budget over four years. For 2026, UAH 19 million is foreseen, for 2027 - UAH 324 million, for 2028 - UAH 240 million, and for 2029 - another UAH 105.11 million.
Of the total contract value, UAH 90.39 million is for equipment. Another UAH 59.67 million is provided to cover possible increases in the cost of works and materials due to inflation.
The journalists drew attention to tender conditions that could limit competition. In particular, participants were required to provide floor-by-floor planning solutions, although project documentation was already developed.
During the procurement, one of the potential participants asked the procuring entity whether such a requirement created advantages for the company that had previously performed design works.
The fact is that in February 2026, the development of the reconstruction project for UAH 8.94 million was ordered from the same "Construction Industry Countryinvestbud".
The Solomianskyi District State Administration replied that the requirement for planning solutions complies with legislation and is necessary to verify participants' proposals.
At the same time, the journalists note that the tender was announced on September 1, and documents had to be submitted already by September 17. In addition to planning solutions, bidders had to confirm experience in performing similar contracts, necessary financial indicators, and the availability of several international management system certificates.
In the end, only one company came to the open bidding - "Construction Industry Countryinvestbud". It received the contract for reconstruction.
"Nashi Groshi" paid special attention to the cost of building materials. Comparison of estimated prices with available market offers showed significant differences for a number of items.
For example, B12.5 concrete was accounted for at UAH 6360 per cubic meter, although on the market journalists found offers for UAH 4719-5328. Reinforcement with a diameter of 16 mm was included at UAH 54120 per ton, while one of the market offers was UAH 48620.
Baumit Solido E225 polymer-cement screed was included in the estimate at UAH 9.76 per kilogram, with cheaper offers available. M100 brick was estimated at UAH 17.16 per piece, and Baumit StarContact adhesive-putty at UAH 44 per kilogram. For these items, journalists also found lower prices.
In addition, metal-plastic windows were accounted for at UAH 12276 per square meter without specifying their characteristics. For comparison, journalists cited offers for Rehau windows, the cost of which started from UAH 5458 per square meter.
According to "Nashi Groshi" calculations, the potential overpayment on only six checked items amounts to over UAH 3 million. This is a journalistic assessment based on price comparison, not damages established by supervisory authorities.
The publication also examined the contractor's previous government orders.
According to the journalists, the Kyiv company "Construction Industry Countryinvestbud", owned and managed by Yurii Romashko, received government contracts for a total amount of about UAH 3.03 billion.
Among its major customers are subdivisions of "Energoatom". Contracts for a total amount of about UAH 930 million were received by the company without competitive bidding. Some orders related to the construction of protective structures at nuclear power plants and nuclear infrastructure facilities.
The journalists note that the construction of protective structures at NPPs was mentioned in the materials of the NABU investigation regarding possible corruption schemes in "Energoatom". At the same time, the mere fact that the company performed contracts for the state enterprise does not prove its involvement in these schemes.
In addition, since May 2026, "Countryinvestbud" has been performing repair works for the Heart Institute under a contract worth UAH 841.09 million.
Thus, the contract for the reconstruction of the rehabilitation center became another large budget order for the company. At the same time, the lack of competition in the tender and the discrepancies between estimated and market prices identified by journalists leave questions about the efficiency of the use of budget funds.
