The Prosecutor General's Office has started dismissals after the 'Carthage' operation
Eight individuals mentioned in the context of the anti-corruption operation "Carthage" have been dismissed from the prosecution bodies. Seven of them worked in the Prosecutor General's Office. Meanwhile, official investigations, personnel audits, and reorganization of structural units are ongoing in the agency.
Acting Prosecutor General Anton Kovalsky reported this on October 9, summarizing the first results of his work after his appointment.
According to him, four employees were dismissed from administrative positions, including the head of the Information Technology Department and the head of the department for combating criminal offenses in the field of cybersecurity. Also, the deputy head of the Cherkasy Regional Prosecutor's Office was dismissed from a managerial position, after which the position itself was abolished.
As part of internal security measures, 24 prosecutors underwent polygraph testing. The obtained information was handed over to the commission conducting the official investigation.
Kovalsky separately reported on the results of checks of officials related to the "Carthage" case:
- The official investigation regarding former deputy head of the PGO department Aydin Khudiyev has been completed. The conclusion will be submitted to the Qualification and Disciplinary Commission of Prosecutors (KDKP), and his former position has been abolished.
- The official investigation regarding the deputy head of the International Cooperation Department Serhiy Kropyva, detained as part of the "Carthage" operation, is ongoing. Possible use of official powers for private interests and interference in the work of other prosecutors are being checked. His position has been abolished.
- An investigation has been launched into the circumstances of the travel abroad of former Prosecutor General Ruslan Kravchenko. Compliance with the established procedure and organization of the official trip are being checked.
Kovalsky emphasized that conclusions regarding the circumstances of Kravchenko's trip will be made only after the completion of the check.
Personnel changes also affected regional prosecutor's offices. As part of the audit, 16 prosecutors at the regional and district levels were dismissed from administrative positions, including the heads of the Vyshhorod District Prosecutor's Office of Kyiv Region and the Vyzhnytsia District Prosecutor's Office of Chernivtsi Region.
In addition, orders were issued to dismiss the deputy heads of the Khmelnytskyi and Volyn Regional Prosecutor's Offices. Separately, Kovalsky decided to dismiss from administrative positions the heads of the Kharkiv and Volyn Regional Prosecutor's Offices.
The anti-cybercrime department in the Prosecutor General's Office was abolished. The Department for Oversight of Compliance with Laws by Bodies Fighting Organized Crime and Protection of Investments was reorganized, separating the investment protection direction.
New heads of the international cooperation and organizational-control departments were also appointed.
Another decision was a temporary refusal to appoint persons who have not previously worked as prosecutors to prosecutorial positions without a competition. This possibility is provided by the transitional provisions of Law No. 4555, but the PGO leadership decided to first review the practice of its application and the justification of appointments already made.
Kovalsky noted that the personnel audit and evaluation of the work of prosecutors' office heads will continue. According to him, the announced decisions are only the first stage of changes in the prosecution bodies.
