Cabinet approves new parking rules for drivers with children

The Cabinet of Ministers of Ukraine on October 9 approved new rules for organizing parking spaces for drivers transporting children under three years of age. Special spaces with separate markings and road signs will appear in parking lots, and parents' vehicles will be required to have appropriate identification markings.

This was announced by the Minister of Internal Affairs of Ukraine Ivan Vyhovskyi, the press service of the Ministry of Internal Affairs reports.

According to the approved rules, parking lot owners must allocate no less than 5% of the total number of spaces for vehicles transporting children under three years old. At the same time, even a small parking lot should provide at least one such space.

Special parking spaces will be marked with road markings and signs depicting a baby carriage. They should be located no further than 50 meters from the entrance to the parking lot.

Drivers are provided with new identification signs that must be placed on the vehicle. Such designations will allow identification of vehicles entitled to use special parking spaces.

One identification sign is not enough to use such a space. The driver must have a document confirming the child's age. It may be presented in both paper and electronic form.

Thus, special spaces are not intended for all vehicles belonging to parents of young children, but specifically for vehicles whose drivers transport children of the appropriate age and comply with established requirements.

Minister of Internal Affairs Ivan Vyhovskyi emphasized that the new rules are aimed at improving safety and creating more comfortable conditions for families with young children.

The resolution was developed by the Ministry of Internal Affairs in execution of Law No. 4657-IX, which the Verkhovna Rada adopted on October 23, 2025. The law came into force on March 5, 2026, and obligated owners of specially equipped or designated parking lots to provide spaces for drivers with children under three years old.

At the same time, the law instructed the Cabinet of Ministers to determine the procedure for arranging such spaces, their marking, confirming the right to park, and placing identification signs on vehicles.

Now the government has approved the relevant rules establishing a practical mechanism for implementing the law.

The published message of the Ministry of Internal Affairs does not specify from what date the application of all provisions of the new resolution will begin and within what time frames owners of existing parking lots must equip special spaces.
