Shmyhal instructed to speed up connection of new capacity in Kyiv after Russian attacks

A regular meeting of the energy headquarters was held in Ukraine, where priority measures for the restoration and protection of the energy infrastructure from Russian strikes were determined. A separate decision was made regarding Kyiv, where serious electricity supply problems persist.

This was announced on October 9 by First Deputy Prime Minister – Minister of Energy of Ukraine Denys Shmyhal on his Telegram channel.

The meeting was attended by representatives of relevant ministries, heads of energy companies, Kyiv regional and city authorities.

According to Shmyhal, Russian troops continue to attack energy equipment and high-voltage networks, which has significantly complicated the transfer of electricity between regions of Ukraine.

The main problem lies not only in electricity generation but also in the limited ability to deliver it to consumers due to damage to the network infrastructure.

As a result, “Ukrenergo” has to apply outage schedules, and, if necessary, emergency restrictions on electricity supply.

A separate task was assigned for Kyiv

Special attention at the meeting was paid to the situation in the capital. As the minister noted, Kyiv's energy network is subjected to daily Russian attacks.

Emergency power outages continue in certain districts of the city, which complicates the operation of the municipal infrastructure and creates additional problems for residents.

Shmyhal instructed to speed up the installation and connection of distributed generation facilities in Kyiv.

Such installations make it possible to generate electricity closer to consumers and reduce the dependence of individual facilities on large power plants and main power lines.

The development of distributed generation is considered one of the ways to increase the capital's resilience to repeated Russian strikes.

At the same time, the minister did not name the specific number of installations that need to be connected, their total capacity or deadlines for completion.

Energy companies to check reserves of backup equipment

Another decision of the energy headquarters was an additional check of equipment reserves needed to restore damaged facilities.

Shmyhal instructed to analyze existing reserves taking into account the consequences of the latest Russian attacks and to determine the additional needs of energy companies.

Priority areas remain ensuring backup power supply for critical infrastructure, in particular communication and water supply facilities, as well as increasing own generating capacity.

According to the minister, during 2026, more than a thousand tons of equipment from energy hubs were already transferred to energy enterprises.

In addition, equipment worth more than €63 million was purchased and delivered through the Energy Support Fund of Ukraine.

In the near future, additional deliveries under previously concluded contracts are expected worth more than €17 million.

Thus, the total value of equipment already delivered and expected under these contracts exceeds €80 million.

The main task is to restore networks and prepare for new attacks

During the meeting, heads of energy companies reported on the progress of emergency restoration works and measures to strengthen the protection of energy infrastructure.

According to Shmyhal, the priority remains the fastest possible restoration of damaged equipment, as well as preparing the energy system for possible new strikes.

Special attention is paid to protecting energy facilities and creating sufficient equipment reserves for prompt repairs.

The minister stressed that all responsible agencies and energy companies must coordinate their actions to reduce the time of restoration of electricity supply.

The energy headquarters will continue its work on a regular basis. Representatives of ministries, local authorities and energy companies will monitor the implementation of the agreed decisions and adjust further actions based on the situation in the energy system.
