US President Donald Trump said that Russia and Ukraine agreed to an energy truce and that it “takes effect immediately.” He published the corresponding message on Truth Social.

However, after some time, there is still no confirmation of the already concluded bilateral agreement from either Kyiv or Moscow. Moreover, Ukrainian President Volodymyr Zelensky told Axios that he first learned about the supposedly reached agreement precisely from Trump's publication.

A senior Ukrainian official, meanwhile, told Reuters that Ukraine is ready for an energy truce if Russia actually agrees to the same regime.

Ukraine supports mutual cessation of strikes, but has not confirmed a ready agreement

Even before Trump's publication, Zelensky said that Ukraine is ready to stop strikes on Russian oil refineries if Russia halts attacks on Ukrainian energy infrastructure.

“Any steps toward de-escalation must be mutual and backed by real guarantees,” the President of Ukraine stressed.

Thus, Kyiv's position at the moment is readiness for mutual cessation of energy strikes, but the Ukrainian side does not confirm that such an agreement has already been concluded.

Moscow also has not yet confirmed consent

There is no official statement from the Kremlin about the energy truce entering into force at the time of publication.

On the eve, the press secretary of the President of Russia Dmitry Peskov only reported that Vladimir Putin during a telephone conversation with Trump “treated with understanding” some American proposals on de-escalation steps.

This wording does not mean a public confirmation of Russia's consent to a specific energy truce.

Trump announced that the truce is effective immediately

In his message, the US President presented the arrangement as already achieved.

“From this moment on, an energy truce is declared in the war between Russia and Ukraine. Both sides have given their consent. Do not violate it!” Trump stated.

Reuters confirmed the American president's publication, separately noting that there was no immediate confirmation from Kyiv or Moscow.

At the same time, the US administration has not yet disclosed the details of a possible agreement.

It is unknown which specific objects should be protected from strikes, for how long the regime is designed, who will record violations, and whether a control mechanism is provided.

In September, Trump already made a similar statement

This is not the first time the US President announces an achieved energy truce between Russia and Ukraine.

In mid-September, Trump also said that both sides agreed to stop strikes on each other's energy facilities.

However, then neither Kyiv nor Moscow confirmed the existence of an already concluded bilateral agreement.

Ukraine declared readiness to comply with such a regime on the condition of reciprocity and real guarantees from partners. Strikes on energy facilities continued after that.

What changed after Trump's new statement

The main clarification now came from Ukraine: Zelensky directly said that Trump's statement became for him the first source of information about the supposedly already reached agreement.

This makes the wording about the entered-into-force truce even more cautious: Kyiv supports the very idea of mutual cessation of energy strikes, but does not confirm that the parties have already agreed.

Russia also has not publicly announced the adoption of such a regime.

Therefore, at the moment it is more correct to speak of Donald Trump's statement about the achieved energy truce, rather than about an agreement confirmed by Russia and Ukraine.

The next important signal will be separate statements from Kyiv and Moscow — first of all confirmation of the terms, timelines, and the very fact of mutual consent.
