The administration of US President Donald Trump has warned Ukraine and European allies about a possible halt to the transfer of American intelligence data and weapons supplies under the PURL program. Washington may resort to such measures if Kyiv does not halt long-range strikes on Russian oil refineries and other energy facilities.

This is reported by CNN with reference to two European officials. Earlier, similar information was published by Financial Times.

According to CNN sources, the warnings from the State Department and the Pentagon were received by Ukrainian and European officials over the weekend of October 1011. American military personnel also directly contacted Ukrainian commanders.

Another source familiar with the situation confirmed to journalists that the US had threatened to suspend intelligence sharing.

Financial Times previously reported that American officials called representatives of Ukraine and European countries, demanding a halt to strikes on Russian oil refineries. According to the publication's sources, the threats concerned two key areas of support for Ukraine: intelligence and the mechanism for purchasing American weapons with funds from allies.

This refers to the PURL program (Prioritized Ukraine Requirements List), within which European states and other NATO partners finance the purchase of American weapons in accordance with the priority needs of the Ukrainian army.

Thus, the possible restrictions concern not the supply of European-made weapons, but the purchase of American weapons, which are paid for by Ukraine's European allies.

The biggest risk is the supply of missiles for Patriot

According to CNN's assessment, the implementation of American threats could immediately affect Ukraine's defense capabilities, especially its ability to counter Russian ballistic missiles.

American intelligence data helps the Ukrainian military to detect threats of missile attacks in advance, receive information about possible launch areas, and predict strike directions.

At the same time, the suspension of purchases of American weapons under the PURL program could primarily affect the supply of interceptor missiles for Patriot systems. Ukraine is already experiencing their shortage against the background of intensification of Russian missile and drone attacks.

One of the European officials called the transfer of intelligence and weapons procurement vital for Ukraine. According to him, Washington's threats caused serious concern among allies.

At the same time, as of the weekend, NATO had not recorded any changes in the work of the PURL program, another European source told CNN.

Therefore, at the moment it is about a warning regarding a possible halt to support, and not about an already adopted decision to stop the transfer of intelligence or weapons supplies.

CNN has requested comments from the Pentagon, the State Department, and the White House. At the time of publication of the material, there was no official confirmation of the content of these warnings from the American administration.

The threats came amid Trump's diesel deal with Putin

The intensification of pressure on Kyiv is happening amid a dispute between Trump and Ukrainian President Volodymyr Zelenskyy regarding strikes on Russian oil infrastructure.

The American president links the rise in global diesel fuel prices, in particular, to Ukrainian attacks on Russian refineries. At the same time, the rise in energy carrier prices was also affected by the war in the Middle East, particularly the US conflict with Iran.

Earlier, Trump agreed with Vladimir Putin on the supply of Russian diesel fuel to the world market and announced the easing of relevant sanctions restrictions.

On October 11, the American president also stated that Russia and Ukraine had allegedly agreed to an immediate energy ceasefire. However, the Ukrainian side did not receive prior information about such an agreement, and Moscow publicly did not confirm its implementation.

On October 12, during the Warsaw Security Forum, Zelenskyy confirmed Ukraine's readiness for a mutual halt to strikes on energy infrastructure.

He emphasized that Kyiv may refrain from attacks on Russian refineries and oil exports if Russia halts strikes on the Ukrainian energy system. At the same time, the president proposed that the US negotiate directly with Ukraine regarding the terms of such a deal.

According to Zelenskyy, after Trump announced the energy ceasefire, Russian troops continued to attack Ukrainian energy facilities. In particular, on the night of October 12, a jet drone damaged gas production infrastructure of the Naftogaz Group in the Kharkiv region.

The US has already suspended intelligence sharing with Ukraine

The threat of halting the transfer of intelligence information has a precedent. In March 2025, the Trump administration temporarily suspended intelligence sharing after a conflict between the presidents of the US and Ukraine during a meeting at the White House.

Subsequently, Washington resumed cooperation after negotiations between the American and Ukrainian delegations in Saudi Arabia, where Kyiv agreed to a US-proposed ceasefire on the condition of similar actions by Russia.

Current reports by CNN and Financial Times indicate a new escalation of contradictions between Washington and Kyiv. However, as of October 12, no official decision to limit military or intelligence support for Ukraine has been confirmed.
