Defense Ministry summarized the results of strikes on Russia for September: refineries, military factories and ships hit
In September 2026, the Ukrainian Defense Forces carried out a series of long-range strikes on strategic targets inside Russia. Twelve major oil refineries, five military-industrial enterprises, military airfields, ships of the Black Sea Fleet, and fuel infrastructure facilities were hit.
This was announced on October 12 by the Ministry of Defense of Ukraine, presenting the results of deep strike operations for the previous month based on data from the General Staff of the Armed Forces of Ukraine.
The defense ministry emphasized that the main targets were enterprises supplying the Russian army with fuel, weapons, missile components, and strike drones.
Which Russian refineries did Ukraine hit
According to the Ministry of Defense, during September the Ukrainian military struck 12 major oil refineries in Russia.
Among the attacked enterprises:
- NOVATEK-Ust-Luga — Leningrad Oblast;
- Saratov Refinery — Saratov Oblast;
- Slavyansk Refinery — Krasnodar Krai;
- TANECO — Nizhnekamsk, Tatarstan;
- Syzran Refinery — Samara Oblast;
- Slavneft-YANOS — Yaroslavl;
- Gazpromneft Moscow Refinery — Moscow;
- LUKOIL-Permnefteorgsintez — Perm;
- Novoshakhtinsk Refinery — Rostov Oblast;
- Ilsky Refinery — Krasnodar Krai;
- Bashneft-UNPZ — Ufa, Bashkortostan;
- Kuybyshev Refinery — Samara Oblast.
Fires and damage to key processing units were recorded at several facilities, according to the Ukrainian defense ministry.
One of the most distant targets was the LUKOIL-Permnefteorgsintez plant, located about 1,500 kilometers from Ukraine's state border.
In addition, the Ukrainian military hit two enterprises involved in gas condensate processing and petrochemical production, as well as fuel oil storage facilities in Novorossiysk.
The Ministry of Defense explains strikes on oil refining infrastructure as aimed at reducing Russia's ability to supply its army with fuel and to generate revenues used to finance the war.
Five Russian military-industrial enterprises hit
Another focus of September operations was strikes on enterprises producing weapons, drone components, and rocket fuel.
According to the Ministry of Defense, the following facilities were hit:
- Atlant Aero in Taganrog — an enterprise manufacturing strike-reconnaissance drones "Molniya" and components for Orion UAVs.
- Iskra plant in Ulyanovsk — participates in cooperative production of Kh-59 air-to-surface guided missiles and Pantsir-S anti-aircraft missile and gun systems.
- Efremov Synthetic Rubber Plant in Tula Oblast — engaged in production of components for solid rocket fuel.
- Voronezhsintezkauchuk — an enterprise related to production of materials used, in particular, in manufacturing fuel for Iskander ballistic missiles.
- Azov Optical and Mechanical Plant in Rostov Oblast — part of the Tactical Missiles Corporation.
Strikes on these enterprises are aimed at limiting the Russian military-industrial complex's ability to produce missiles, drones, and other weapons.
Three Russian warships hit in Novorossiysk
In September, the Ukrainian military also attacked the naval base in Novorossiysk, used by Russia's Black Sea Fleet.
According to Ukraine's Ministry of Defense, at least three Russian ships were hit as a result of the operation:
- small minesweeper "Zheleznyakov";
- frigate "Admiral Essen";
- large landing ship of Project 11711 "Pyotr Morgunov".
The degree of damage to each ship and the possibility of their further use are not specified in the published briefing.
Ukrainian military attacked airfields and drone storage facilities
Another target of September operations was the "Rostov-on-Don (Central)" military airfield.
According to the General Staff, two An-26 military transport aircraft, one An-12 transport aircraft, and three helicopters were hit.
In addition, the Defense Forces attacked facilities for storage, preparation, and launch of strike drones in Rostov and Oryol Oblasts.
Near the settlement of Tsymbulovo in Oryol Oblast, according to the Ukrainian side, hits on at least three drone storage buildings, a launch site for jet UAVs, and five launchers have been confirmed.
Also reported was a strike on the Makhachkala Sea Commercial Port, which plays an important role in Russia's transportation and logistics system on the Caspian Sea.
Separately, the Ukrainian military hit two Russian radar stations — 64L6 "Gamma-S1" and 39N6 "Kasta-2E2".
Ukraine continues systemic strikes on Russian military infrastructure
The September campaign continued the long-range operations conducted by Ukrainian forces in previous months.
In August, according to the Ministry of Defense, 12 major Russian oil refineries, two gas processing and petrochemical enterprises, and fuel logistics facilities were also hit.
Thus, during August and September, the Ukrainian defense ministry reported hits on a total of 24 refineries. At the same time, some facilities were attacked repeatedly, so this does not mean 24 different plants.
The Ministry of Defense emphasizes that strikes target the entire chain of support for the Russian army — from production of fuel and weapons components to their storage, transportation, and direct use.
At the same time, the ministry does not provide an overall monetary estimate of the damage and does not specify how many of the hit enterprises completely stopped operations and how many continued functioning with limitations.
The presented results are based on data from the Ukrainian General Staff. Independent confirmation of the extent of damage to all listed objects is not available.
