On October 13, the Verkhovna Rada supported a proposal to summon Kyiv Mayor Vitali Klitschko to explain the situation in the capital. The decision was made amid disruptions in electricity and water supply following Russian attacks, as well as growing criticism of the city authorities.

The vote took place during a plenary session of parliament on Tuesday. The initiator was People's Deputy Mariana Bezuhla.

For inviting Klitschko voted 151 people's deputies, against - 8, another 9 abstained. Verkhovna Rada Chairman Ruslan Stefanchuk announced that the proposal was supported.

"You see what is happening in the capital. We have never once heard Klitschko. And this issue is not even about political parties and forces, it's about what is happening", - Bezuhla said before the vote.

After that, Stefanchuk clarified that it is precisely about summoning the Kyiv mayor, and put the proposal to a vote.

"For - 151. Decision adopted", - announced the parliament speaker.

Klitschko is expected to be heard during a parliamentary session on Wednesday, October 14. The exact time of his speech has not yet been specified.

Amid criticism of the city administration, Vitaliy Klitschko dismissed allegations that the heating season had been disrupted as baseless. He claimed that such accusations are being spread by outlets linked to the central government. The mayor also spoke of attempts to undermine local self-government—not only in Kyiv but in other communities as well—by removing their leaders from office on grounds he considers trumped-up.

"The people elected me, and I am working—doing everything possible under extremely difficult conditions—to live up to the trust of Kyivans and ensure the city continues to function amidst constant, devastating enemy attacks," Klitschko emphasized.

The previous attempt to summon the mayor failed to gather enough votes

This is already the second attempt by deputies to invite the Kyiv mayor to parliament within two days.

On October 12, Bezuhla also proposed to summon Klitschko to speak before people's deputies. However, the initiative received only 124 votes out of the required 150, and the decision was not adopted.

During the repeated vote on October 13, the proposal gained the necessary number of votes.

Kyiv continues to have problems with electricity and water supply

The deputies' decision was made amid a difficult situation in the capital's energy system, which worsened as a result of recent Russian missile and drone strikes.

In recent days, Kyiv has been subject to emergency and hourly power outages. Power disruptions also affected the operation of water supply infrastructure.

In particular, on October 8, "Kyivvodokanal" reported a decrease in water pressure in part of the right-bank districts of the city due to problems with electricity supply to water supply facilities.

On October 9, the city authorities ordered the deployment of additional points of invincibility in Obolonskyi, Podilskyi and Sviatoshynskyi districts, where the energy supply situation was particularly difficult.

On the same day, the Kyiv City State Administration reported that about 700 generators had been installed at the capital's heat and water supply facilities. Meanwhile, the city is working on more powerful backup power systems for large infrastructure objects.

Against the backdrop of prolonged disruptions in utility services, questions have increased about the readiness of city infrastructure for emergencies and the effectiveness of organizing backup energy supply.

At the same time, the direct cause of a large part of the outages remains Russian strikes on energy infrastructure. The very fact of problems with the supply of electricity and water does not establish the responsibility of specific officials for their occurrence.

It is currently unknown whether Vitali Klitschko has confirmed his readiness to personally appear at the Verkhovna Rada and what exact questions deputies plan to ask him during his speech.
