Lubinets named four regions with the highest number of complaints about TCC
The Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets named four regions of Ukraine from which the largest number of complaints about violations of citizens' rights during mobilization are received. According to him, the situation in these regions has remained problematic for several years, despite inspections and the opening of criminal proceedings.
The ombudsman said this on Tuesday, October 13, in an interview with the "Freedom Live" project of Radio Free Europe/Radio Liberty.
The largest number of complaints about possible violations by territorial recruitment and social support centers comes from Dnipropetrovsk, Odesa, Lviv, and Zakarpattia regions.
Lubinets called these regions the "shameful four", emphasizing that they remain among the leaders in the number of complaints about the actions of TCC employees year after year.
According to the ombudsman, the situation largely depends on the actions of the heads of regional TCCs and the response of the military command to detected violations.
As an example, he cited the Zakarpattia region, where the number of complaints continued to increase despite repeated inspections.
"Year after year, we saw that the number of complaints there was growing. We linked this to the activities of the head of the regional TCC and SP personally. Moreover, based on materials, including from our institution, criminal proceedings were opened", — Lubinets said.
According to him, back in 2025, officers of the Security Service of Ukraine conducted a search at the head of the regional TCC. A significant amount of cash in foreign currency was found at his workplace.
After that, the Ombudsman's Office demanded the dismissal of the official.
The head was indeed dismissed, but two months later he returned to the same position as an acting head.
"The person was dismissed and, attention, after two months the person was reinstated in the same position, but with the prefix 'acting'", — the ombudsman noted.
According to Lubinets, the relevant decision was made by the then leadership of the Ground Forces Command of the Ukrainian Armed Forces.
He believes that the lack of a systemic response to violations by the previous leadership of the Ministry of Defense and the Ground Forces became one of the reasons for the persistence of problems with the observance of citizens' rights during mobilization.
Earlier, the Ombudsman's Office had already conducted inspections of territorial recruitment centers in the Zakarpattia region. In particular, at the Uzhhorod district TCC, representatives of the institution identified cases of illegal detention of persons liable for military service.
Based on the results of the inspections, criminal proceedings were opened, and individual TCC servicemen were notified of suspicion. Personnel changes and measures to improve the conditions of stay of citizens were also carried out.
In September, Lubinets reported that after the intervention of his representatives in one of the district TCCs, the conditions of detention were improved, video surveillance was installed, and communication with relatives was provided.
At the same time, the ombudsman's new statements indicate that the problem is not limited to individual cases. He insists on the need for a systemic response by the military leadership to reports of violations of citizens' rights.
It should be noted that the number of complaints is not equivalent to the number of proven violations. Each complaint requires a separate inspection, and the final legal assessment of the actions of officials is given by authorized bodies and courts.
Lubinets did not provide exact figures for the number of complaints for each of the four regions in the interview on October 13.
