On the evening of October 13, Russian forces again carried out a ballistic missile strike on Kyiv. The main target of the attack was the capital's energy infrastructure, in particular CHPP-4. President of Ukraine Volodymyr Zelensky reported hits and said that for the second evening in a row, international partners did not warn Ukraine about the missile launches.

The head of state reported this on his Telegram channel. Information about the ballistic attack was also confirmed by the Air Force of the Armed Forces of Ukraine.

According to Zelensky, the main target of the Russian missiles was CHPP-4, one of Kyiv's major energy facilities. The president confirmed hits, but did not specify the extent of damage or potential consequences for energy supply.

In addition, a residential building was damaged as a result of the attack. At the time of the president's statement, rescuers were on site and extinguishing a fire. Information about possible casualties is being clarified.

Zelensky drew particular attention to the lack of advance warning about missile launches from international partners. A similar situation occurred on the evening of October 12, when Russian forces launched five ballistic missiles at Kyiv.

"Russian ballistic missile strike on Kyiv. Again without warning from partners", — the president wrote.

According to him, during the new attack, Ukrainian systems detected the missiles almost as they approached the capital. The Air Force reported a ballistic missile threat and repeated missile launches towards Kyiv.

Zelensky also said that according to Ukrainian intelligence, Russia is preparing new launches of ballistic missiles. The president called on citizens to observe safety measures and said that Ukraine is working on replenishing its stock of anti-missiles for air defense systems.

Attack against backdrop of energy ceasefire discussions

The president stressed that the new strike on Kyiv's energy sector occurred after the initiative by US President Donald Trump to halt attacks on energy facilities.

According to Zelensky, Ukraine supported the proposal to stop strikes on energy facilities, but the Russian side continues to attack Ukrainian power plants and other critical infrastructure.

"Russia is targeting another power plant and the lives of our people", — the head of state noted.

At the same time, the lack of warnings about the two latest missile attacks does not in itself mean the cessation of intelligence sharing between Ukraine and the US. Earlier, Ukraine's Foreign Minister Andriy Sybiha confirmed that such cooperation continues. The official reason for the delay in warnings has not yet been named.

Zelensky called on international partners to pay attention to Russia's ongoing strikes on Ukrainian energy infrastructure and the need to provide timely information about missile threats.
